- K = Combined Synopsis/Solicitation Notice Set Aside: None Classification Code: J061 - Maintenance, Repair, and Rebuilding of Equipment- Electric Wire and Power Distribution Equipment NAICS Code: 811310 - Commercial and Industrial Machinery Equipment This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation to provide facility preventative, remedial & emergency, and over & above services on Eaton UPS system in Bldgs 1 & 2. The NAICS Code is 811310 with a size standard of $7M. DPAS Rating is S10. This requirement is 100% set-aside for small businesses. The services are to be performed at Defense MicroElectronics Activity (DMEA) Bldg 1 & 2, 4234 54th St, McClellan, CA. Solicitation HQ0727-14-R-0010 is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-71 effective 30 Jan 2014. Offerors are requested to submit a written proposal in response to the attached solicitation, dated 6 Feb 2014, on a firm fixed price (FFP) basis for preventative/remedial/emergency and time and materials (T&M) basis for over and above maintenance services for a base period and 2 option periods. If all options are exercised performance would conclude 28 Feb 2017. Past Performance: The Government will collect and evaluate the information provided by references or through other means to assign a risk assessment. The Government may contact references other than those identified by the offeror and use that information in the past performance evaluation. If the offeror does not have any past performance information, the offeror will be given a neutral rating and will not be evaluated favorably or unfavorably for this criterion. The Contractor shall document its past performance on previous similar contracts. The contractor shall provide references to at least 3 other customers (including company name, point of contact, address, phone number, and email) for whom similar work has been accomplished. References to current and active contracts are acceptable. Price: Provide detailed price list on each item in Technical Exhibit 1. Proposals will be evaluated for realism, completeness, reasonableness, and a total evaluated price to the Government will be calculated. Technical and past performance, when combined, are significantly more important than price. 2. Proposal Requirements: Contractor proposals shall specifically address the following areas: a. Objectives: a. The contractor shall maintain the proper operation of the DMEA UPS by accomplishing preventative maintenance (PM) and remedial maintenance in accordance with the equipment manufacturers' specifications. The contractor shall strive to keep DMEA UPS system operational at all times. The service technicians shall be fully versed on all repairs to the Eaton equipment and shall be held responsible for not causing critical load drops caused by their maintenance activities (unless a utility outage during work in the bypass mode), or for equipment failures after the annual PM that should have been noticed during the service. Dropping of the critical loads shall be reviewed by the Contracting Officer, DMEA Operations Manager and Contractor Service Manager and can be grounds for DMEA unilateral termination of the contract. b. The contractor shall provide same day 24/7 emergency maintenance when directed by the DMEA Contracting Officer Representative (COR) with the contractor's service technicians arrival at DMEA within 4 hours of DMEA notification. 5. General Requirements a. Scope of Work: The Defense Microelectronics Activity (DMEA) complex at 4234 54th Street, McClellan, CA consists of three facilities: Building 1 a 75,000 sq foot facility, Building 2 a 30,000 sq ft facility and the Central Utility Plant (CUP).. The Contractor shall provide all equipment, tools, materials, supervision, and all other items and services necessary to perform preventive and remedial (emergency & non-emergency) maintenance on UPS. The contractor shall perform work on the UPS as defined in this SOW, and over-and-above work related to the UPS as directed by the Contracting Officer's Representative (COR) or Contracting Officer. A service report shall be submitted to the COR within 3 business days following any maintenance work performed on this equipment and shall correspond to the information at Technical Exhibit 1. b. Enterprise-wide Contractor Manpower Reporting Application (eCMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Defense Microelectronics Activity via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year beginning 2014. Contractors may direct questions to the help desk at: http://www.ecmra.mil/. 6. Specific Requirements. a. Preventative Maintenance (PM): The contractor shall replace consumable items (e.g. air filters) and perform PM actions (such as checking connections, etc.) based on the attached Technical Exhibit 1. Contractor shall replace all batteries in one battery cabinet (40 batteries) and recycle the old batteries. Use Eaton 1085/J47 maintenance free batteries. Coordinate with DMEA on which battery cabinet to replace batteries. b. Remedial/Emergency Maintenance: The contractor shall perform remedial maintenance activities based upon issuance of a work order or credit card authorization from the COTR or Contracting Officer. Remedial maintenance includes replacement of batteries and similar non frequent repair actions. Contractor shall submit a written quote identifying any requested or recommended repairs to the COR for approval prior to performing any work. Emergency repairs may be quoted verbally for immediate approval but shall be followed up with a written quote the next work day. c. Over-and-Above Work: The contractor shall perform over-and-above activities based upon issuance of a work order from the Contracting Officer or credit card authorization. Over-and-above work could include modifications or additions beyond normal maintenance activities. These requirements can be generated by the DMEA Facility Engineer or by the contractor to improve system operation and reliability. For contractor suggested modifications, the contractor shall provide a written quote that shall include an explanation of why the enhancement is recommended. i. 3. Optional Items: The contractor shall include in their proposal the cost to provide and install the following Eaton UPS upgrades in the base year and each option year: 01. Eaton Energy Saver System (ESS)/VMMS Upgrade (Eaton Part Number P-10300476) 02. Develop design to improve the reliability of the DMEA back-up power system and add backup power capability for the entire plant within Building 620. This would be accomplished by marking-up the existing plant single line diagram with new or altered circuits, N+1 redundant generators, N+1 redundant UPS's, as well as recommendations for replacement or upgrades to circuit breakers in the main switchboard and downstream panelboards. Provide proposed equipment lists, cost estimates and recommended phasing for accomplishing the enhancements over a 3-5 year period. For the purpose of bidding, this task shall not exceed 120 hours of engineering time. d. Government Purchase Card (GPC): The Government Purchase Card will be used as the method of payment for fixed price remedial maintenance and over-and-above repair work under $2,500. Such repairs will be authorized in advance by the GPC holder. No work orders will be issued. The contractor must accept the GPC credit card for payment for requirements under $2,500. 7. Quote and Work Orders. a. The contractor shall establish a quote, work order/credit card authorization, scheduling, and tracking process for remedial maintenance and over-and-above work ordered by DMEA. i. Contractor Quotes: Quotes shall include the itemized equipment purchase costs, labor and material costs derived from established standards or historical data. The detailed estimate shall be submitted to the Government for review and Contracting Officer approval prior to the start of any remedial or over-and-above work. Contractor format is acceptable for quotes. b. Work Order Authorization: The government will issue written work orders (DMEA Form 500) for requirements over $2,500. The Contracting Officer may authorize remedial and over-and above tasks by issuance of a work order. c. Emergency Quotes and Work Order Authorization. In case of emergencies, the contractor's response service technician shall have the authority to provide a verbal, not-to-exceed time and material quote for emergency repairs 24-hours-a-day, 365 days per year. Work order documents, numbers and government approvals may be verbal so as to allow immediate repair and the written quote shall be provided the following workday, and a work order will be issued by DMEA if required. d. Emergency Contact. The contractor shall provide DMEA 24 hour, 365 days per year contact numbers for service technicians 8. Contractor Personnel: a. Service Manager and Service Technicians: The contractor shall assign a Service Manager, and several service technicians to assure that performance of work accomplished under this contract is conducted in accordance with this SOW. The names of these persons shall be designated in writing and this designation provided to the DMEA Contracting Officer at the beginning of the contract and whenever changes are required. The Service Manager shall have authority to act for the contractor on all contractual matters relating to daily operations of this contract. In case of Service Manager absence, or off-shift emergency, the assigned technicians may serve on their behalf regarding work under this SOW. The Service Manager and all technicians must be able to fluently read, write, speak, and understand English. b. Power System Engineering Support: The contractor shall have at least one California Registered Professional Engineer (PE) to provide any engineering support needed due to equipment failures, as well as to design back-up power system modifications and equipment additions under this contract The engineer shall provide proposed designs, equipment lists, project phasing recommendations, approval drawings and stamped final drawings as needed. c. Technician Qualifications: The service technicians shall be thoroughly familiar with the operation, maintenance and repair of equipment hardware and controls used on UPS. The service technicians shall have at least 5 years prior experience working on large Eaton UPS systems. The contractor shall immediately notify DMEA COR of any staffing changes impacting work under this Statement of Work. d. Employee Attire, Identification and Safety Equipment: Contractor personnel shall wear appropriate attire and safety equipment for the work to be performed. Contractor personnel shall be neat in appearance and fully clothed (shirts, blouses, trousers, overalls or coveralls must be worn - fire resistant clothing is recommended, safety glasses, etc) during the execution of their duties under this SOW. Contractor's personnel shall be easily recognized via uniforms that include the name of the Company and the name of the employee. The cost of the uniforms and safety equipment is the responsibility of the Contractor. e. Contractor Vehicle Operation: The contractor shall ensure employees have a current and valid California driver's license before allowing the employee to operate a contractor-owned vehicle at the Defense Microelectronics Activity, McClellan, CA. All vehicles entering DMEA property shall be clearly marked with the company name and shall be company owned. 9. Vehicle Insurance: The contractor shall provide a minimum of $100,000 liability (property and bodily injury) vehicle insurance and provide proof of insurance to the DMEA Contracting Officer prior to starting work. 10. Conflict of Interest: The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Defense Microelectronics Activity, either military or civilian, unless such person seeks and receives approval of DMEA Staff Counsel. 11. Response Time: Remedial (emergency & non-emergency) maintenance services response time shall be determined based on whether the problem prevents proper operation of the UPS. For example replacement of working batteries, which are four years old, would be a non-emergency and the contractor could provide a quote to DMEA within three work days of notification by DMEA or discovery by the contractor's service technicians (during PM). Work shall be completed within the time frame listed and accepted in the contractor's quote. For emergency repairs (e.g. the UPS has failed, or can only operate in by-pass mode), the contractors service technicians must arrive at DMEA within 3 hours and be ready to conduct the repair immediately upon DMEA authorization. 12. Quality Control (QC), Invoices and Service Reports: Quality Control is the Contractor's responsibility. The Contractor shall establish and maintain an efficient and effective QC Program to ensure conformance to contract requirements. The QC approach shall be linked directly to requirements in Technical Exhibit 1 so that service reports, and QC verification (work was done and done correctly) can all be tied to the technical exhibit. The contractor, via the QC Program, shall verify that all work required in Technical Exhibit 1 is completed properly. Within 15 days after contract award the contractor shall provide the DMEA Contracting Officer their QC plan. The Contractor shall, within 3 working days of each preventative maintenance visit, provide a service report to the COR. The report shall include notification of any deficiencies identified and any further repairs recommended. If further repairs are recommended, the contractor shall provide a written quote for the additional remedial maintenance or over-and-above work to the COTR. 13. Code Compliance: The contractor shall abide by the State of California's latest building code for all work, including National Electrical Code and National Fire Protection Association (NFPA) standards. DMEA will inform the contractor of any work accomplished under this SOW that is found by DMEA, or DMEA third party certified professional inspectors, not to meet code within 12 months following completion. DMEA hires a professional engineering firm to conduct code compliance visits as part of an annual safety inspection. Code compliance issues shall be reviewed by the contractor's service manager and corrected promptly at no additional cost to DMEA. Code compliance shall be checked against codes in place at the time of installation. COR acceptance of the work does not relieve the contractor of the contractor's responsibility for code compliance. 14. Maintenance Schedule. The schedule shall be in accordance with Technical Exhibit 1. The contracting officer shall approve any changes to the maintenance schedule. All PM work must be scheduled in advance (minimum two working days) with DMEA to ensure there are no conflicts (e.g. time sensitive production/testing runs, VIP visits, etc.). PM and non-emergency repair work must be scheduled for the foundry maintenance Friday (every other Friday 0630 -1500) so as not to impact ARMS operation. During repair activities, the UPS can be placed in "maintenance by-pass" but power must not be interrupted to down stream equipment because of the maintenance. Additionally, if winds are forecast to be above 15 mph in Sacramento California the day of the PM service or other approved contract actions, the UPS shall not be placed in maintenance by-pass and the service shall be rescheduled at no cost to DMEA. 15. Quality Assurance (QA): Quality Assurance is a Government responsibility. The Government will monitor the Contractor's performance under this SOW using a combination of 100% Inspection and Random Inspection Procedures as defined in the Quality Assurance Surveillance Plan (QASP) prepared by DMEA. A copy of the QASP will be provided to the contractor at contract award, as well as an appointment letter for the COR. This letter will define the COR's responsibilities and limits of authority. 16. Hours Of Operation*: DMEA's normal business hours are Monday - Friday, 0600-1600 hours except Federal holidays, including: a. New Year's Day - 1 January b. Martin Luther King Day - 3rd Monday in January c. Washington's Birthday - 3rd Monday in February d. Memorial Day - last Monday in May e. Independence Day - 4 July f. Labor Day - 1st Monday in September g. Columbus Day - 2nd Monday in October h. Veteran's Day - 11 November i. Thanksgiving Day - 4th Thursday in November j. Christmas Day - 25 December *Note: If these holidays fall on Saturday, the preceding Friday will be observed, if these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a regular workday, the services shall be rescheduled in the same week to either the day preceding or following the holiday. 17. Government-Furnished Property and Services: The Government will not furnish any tools, equipment or items to the Contractor under the terms of this SOW. 18. Contractor Furnished Equipment. The Contractor shall provide all equipment, tools, safety equipment, materials and services to perform work under this SOW. 19. Work Restrictions: The contractor and their staff shall abide to the following: a. As a DoD facility, all contractor personnel on-site must be US citizens. b. The DMEA facility is access controlled and all personnel are required to have a background check in advance of working at the site. The contractor shall submit background check release forms and badge requests forms for all personnel expected to work on this project at least 4-weeks prior to project start. The on-site contractor personnel will be issued a badge each day while on site and shall return their badge to DMEA security personnel at the end of the day or when leaving the site. Any contractor personnel showing up at DMEA without a pre-arranged badge request and background check shall not be allowed to access the DMEA facility. For security and facility access purposes, the contractor shall assign specific technicians to the DMEA work. c. All work under this SOW shall be coordinated with a member of the DMEA Facility Team (Facility Engineer, CO/Facility Manager) to keep the DMEA Facility Team aware of contractor activities. d. Work Permits: DMEA has an extensive gas alarm system and fire alarm system that is susceptible to activation from contractor activities (solvent use, grinding, welding, soldering, refrigerant work, etc.). DMEA lab, clean room and security systems are sensitive. Therefore, to avoid potential alarms and subsequent facility evacuations caused by contractor activities, the contractor's technician shall submit a work permit to DMEA Facility Manager with assistance from the DMEA facility/environmental team for any work that involves the items listed below. The forms will be reviewed, evaluated and approved by the DMEA facility and environmental/safety team before work is initiated. Repeated failure to obtain a work permit when required, or fire/gas alarms caused by improper work may, at the discretion of DMEA, be reason for default or consideration action under the terms of the contract. i. Hot Work: Such as soldering, brazing, welding, or grinding. ii. Solvents/chemicals/gases such as alcohols, paint thinners, aerosol cans, refrigerants (R-123 and others), odorous materials, paints and epoxies, adhesives including contact cement, PVC and ABS glue, etc. iii. Electrical Work (energized and shut down) such as wiring, panel work, and new equipment connections - including work on the UPS. e. Space in the back lot of Building 620 is very tight; therefore, the contractor shall be limited to one vehicle in the back lot at any time subject to space availability. Parking in the west area (54th Street) is preferred. f. Safety: The Contractor shall provide and use safety cones/signs alerting DMEA personnel when work is being preformed in walkways. The contractor shall not leave any electrical boxes or panels open and unattended and shall use safety cones and signs when electrical hazards are present. g. Damage to Finishes and Property: Building finishes or government or private property soiled or damaged due to the Contractor's operations shall be cleaned, repaired, replaced, or restored to condition not less than that existing immediately prior to the damage and without cost to the Government. Repeated damage to Government or private property shall, at the discretion of DMEA, be reason for default action under the terms of the contract. h. Cleanup: All Contractor supplies, equipment, and tools shall be kept out of traffic lanes or other areas where they might be a safety hazard unless it is absolutely essential for the performance of the repairs being made, and then properly coned off to reduce the hazard. Disposition of all parts, trash, and debris shall be accomplished at the completion of work, and area shall be thoroughly cleaned before Contractor leaves the area. Contractor shall remove and properly dispose of any contractor generated hazardous materials along with their containers that were used on site while performing their work. The contractor shall identify any hazardous materials necessary to perform preventative or remedial maintenance and provide a copy of the applicable material safety data sheet to the COR and Contracting officer 20. Proposal Requirements: Contractor proposals shall specifically address the following areas: a. Technical Approach: i. Company Support to Large Eaton, 3-phase UPS: The contractor shall list their experience in these areas to include: 01. Locations Supported 02. Work preformed and duration of the work 03. Customer point of contact and telephone number 04. Model number of UPS supported ii. Emergency response time frames for technicians in cause of UPS problem iii. Approach for meeting National Fire Protection Association 70E for work inside electrical panels. iv. Service Technician Qualifications: Provide a list of technicians along with each proposed staff member's specific qualifications/training related of paragraph 5b qualification requirements. b. Cost. Detail cost listed on each item in Technical Exhibit 1 21. The winning proposal will be selected based on "best value" in response to the above technical requirements and price, with equal value given to technical approach and to cost. Attachments: 1. External Operating Parameters Check and Verify: A. System Input Voltages (all phases) B. System Input Currents (all phases) C. DC Charging Voltages (float and equalize), record settings, adjust to nominal D. Rectifier phase on and walk up E. Inverter phase on and walk up F. Adjust all panel meters to measured values G. System Bypass Voltages (all phases) H. Manual and UV Transfer Testing, verify uninterrupted transfer waveform I. Outage simulation, and battery capability testing, and verify charger current limit J. Generator operation and interface verification IV. Environmental Parameters A. UPS area ambient temperature and condition of ventilating equipment B. General Cleanliness of UPS Power Module C. General Cleanliness of UPS area D. Replace all air filters E. Clean control panel/CRT screen V. Battery Installation and Cabinet Checks General Checks: A. Replace all batteries in one battery cabinet (40 batteries) and recycle the old batteries. Use Eaton 1085/J47 maintenance free batteries B. General appearance of Battery System C. General cleanliness of Battery System area D. Inspect cells for physical abnormalities E. Inspect all DC connections for abnormalities F. Battery System area ambient temperature and condition of ventilating equipment. Specific Checks Measure and Record the following: A. Individual cell/battery floats voltages and overall float voltage. B. Charger output current and voltage. C. AC ripple current and voltage imposed on the battery. D. Internal ohmic values of each cell/battery or perform a continuity test of each cell/battery. E. Connection Resistance of 10% of the inter cell/battery connection. F. Negative terminal temperature of one cell/battery per battery cabinet shelf or rack tier. G. Visually inspect conditions and appearance of the following: 1. Connection terminals inter cell/battery connectors, cables and associated hardware. 2. Cell/battery covers, containers, and post seals. 3. Battery racks or cabinets and associated components and hardware. 4. Cell/battery jar or cover, noting any excessive distortion. H. Measure and record the connection resistance of 100% of the inter cell/battery connections. Retorque any connection where the resistance is above 20% of the average. VII Perform cleaning of all accessible surfaces as required. VIII. Monitoring System Parameters Review alarm archive. Conduct alarm lamp test. Replace any burned out monitor bulbs. Check and adjust system time and date. Note any other general findings.
