- HT0011-14-RFI-0022 **READ ATTACHMENT FOR FULL RFI INFORMATION** This is a Request for Information (RFI) to provide for System Performance Measurement (SPM) and Capacity Planning and Management (CPM) support services the Defense Health Agency (DHA) Healthcare Information Technology (HIT) Directorate, Infrastructure and Operations (I/O) Division (formerly Enterprise Infrastructure). Services will support current and future infrastructure (data transport and data processing) requirements for use in planning, fiscal calculations, developing engineering requirements, optimization, and analysis for networks, applications and servers. The successful Contractor will provide all technical, administrative, and management support and services necessary to ensure comprehensive and integrated SPM and CPM support for the DHA HIT enterprise (including Wounded Warrior efforts). Using a sound approach and methodology, the contractor will maintain, enhance, and support timely (near real time) SPM website presentation of sustained and verifiably accurate data results from SPM infrastructure measurement The contractor will also deliver prompt CPM engineering and sustainment services, supporting pre-production assessments, production assessments, network assessments, and development of interactive computer models to predict system performance and/or network capacity under varying workloads. Support will be provided using Information Technology Infrastructure Library (ITIL) and Information Technology Service Management (ITSM) industry best practices. DHA HIT expects to award a contract for this effort in the next eight to 12 months using the National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC) CIO-SP3 contracting vehicle. The purpose of this RFI is to conduct market research concerning small and large businesses' ability to meet the DHA HIT I/O SPM and CPM requirements. Businesses of all sizes are encouraged to respond to this RFI. Failure to respond to this RFI will not discount any Contractor from submitting a proposal when a formal Request for Proposal (RFP) is released.
