Description
This Pre-solicitation Notice announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a Blanket Purchase Agreement (BPA) with Apatite to Zircon, Inc. (A2Z ) on a sole-source basis, for an annual sample analysis This BPA will include a base year and 4 one year optional periods. The USGS has concluded that these services are available from A2Z. The reason justifying this lack of competition is based on the following description of specific qualifications the Government requires from the service to meet its minimum needs, and the factors the Government will use to evaluate the service information by firms in response to this notice: The USGS Eastern Energy Resources Science Center (EERSC) has an ongoing requirement for mineral separation, fission track, and U-Pb geochronologic analysis of apatites and zircons as a part of the Alaska Petroleum Geology Project, the Gulf of Mexico Petroleum Geology project, and possibly other projects conducted by the USGS EERSC. Fission track and U-Pb geochronologic measurements are routine elements of basin analysis studies, and USGS scientists are in the midst of ongoing research efforts that are designed, in part, to exploit these analytical tools. In particular, these measurements have been collected over the past 3-5 fiscal years for the Alaska project, and they will continue to be an integral component of USGS work over the next several fiscal years (3-5 yrs). The exact number of samples varies from year to year, and largely depends on sample accessibility during field campaigns in remote regions and will be determined by quantities, funding, period of performance, and any other variables in separate task orders. Generally, we anticipate collecting approximately 5 - 20 fission track samples per year, and 5 - 10 U-Pb samples per year, and each sample requires mineral separation work prior to analytical work. For some subset of samples, both fission track and U-Pb geochronologic analysis is performed, a technique known as double dating of single zircon grains. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration no later than 15 days after the date of this notice. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed or mailed to the point-of-contact specified below.
