- The U.S. Army, Army Contracting Command- New Jersey (ACC-NJ) on behalf of the Project Director Joint Services (PD JS), is seeking potential sources with the capabilities to support PD JS in their mission to execute the Department of Defense's Single Manager for Conventional Ammunition (SMCA) responsibilities. The specific component areas are as follows: Program Management (internal to the Contractor)- This includes preparation and maintenance of a Program Management Plan (PMP) and management of all technical performance, cost, schedule, and data delivery requirements as specified in the PMP. Life Cycle Pilot Process (LCPP) Analysis and Technical Support- This includes identifying and developing manufacturing technology solutions to correct NTIB supply chain deficiencies. General Services - This includes technical writing and industrial, architectural and civil engineering services in support of modernization activities at Government owned manufacturing facilities. Additional services include: strategic studies, engineering studies, economic evaluations/analysis/forecasting, intellectual property valuation and validation, cost benefits analysis/realization evaluations, process design packages, system analysis, commissioning and startup, and training; modeling; process and product analyses and optimization; technical data package reviews; strategic support for operational and process optimizations. Armament Retooling and Manufacturing Support (ARMS) Analysis and Implementation Support- This support includes efforts such as technical writing for reports such as the annual ARMS Program Savings and Economic Analysis Report which is mandated by Congress. Single Point Failure (SPF) Analysis and Technical Support- This includes supporting the analysis and mitigation of SPF within the ammunition supply chain. Demilitarization and Disposal (Demil)-This includes Research & Development (R&D) solutions, risk management analyses of material, technology requirements, development of strategies to improve Demil processes and efficiencies, and analysis of processes in support of Demil. Interested parties are requested to provide information regarding their relevant capabilities by providing the following information: Company Name- Point of Contact- Address- Phone Number- Business Type (e.g., Large Business, Small Business, Small Disadvantaged Business, 8(a), HUBZone, Woman-owned Small Business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business) Contract vehicles your company has been awarded that address the scope of services described herein. For each contract vehicle, specify: Agency- Vehicle name and type (e.g., ID/IQ contract, Blanket Purchasing Agreement)- Prime or Subcontractor- Period of Performance- Scope of Work Summary- Any other relevant past performance information pertinent to the scope of services described herein. Narrative describing your company's core capabilities and expertise that are relevant to performance in the above mentioned component areas. The capabilities requested above cover a broad range of expertise that may or may not be available from one source. Respondents should specify if they are able to provide all of the requested capabilities or only specific areas. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a service contract of this nature. This Market Survey is for planning purposes only and does not constitute a Request for Proposal (RFP) or an obligation on the part of the US Government. Responses to this market survey are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the Government. The Government does not imply an intention or opportunity to acquire funding to support current or future development efforts. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. The Government is not obligated to notify respondents of the results of this survey. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government. The information provided will not be returned.
