- Statement of Work for Sensors and Data Acquisition and Analysis Software for the ITER Upper Port Visible/Infrared Wide Angle Viewing System, US ITER 1050301-PD0004-R00 Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center (FFRDC) operated by Princeton University under contract to the United States Department of Energy, desires to obtain expressions of interest from offerors who wish to provide all labor, material and equipment necessary to perform Phase I research and development and physics and engineering design tasks for the Sensors and Data Acquisition and Analysis Software for the ITER Upper Port Visible/Infrared Wide Angle Viewing System in accordance with Statement of Work (SOW) #US ITER 1050301-PD0004, Revision 0, dated February 12, 2014 (attached to this announcement). It is PPPL's intention to include an option in any resulting subcontract for performance of Phase II tasks for fabrication, assembly, test and preparation for shipping to the ITER site in Cadarache, France. Because of the significant technical uncertainties inherent in the design, development and production of visible and infrared imaging instrumentation such as the Upper Port Visible/Infrared Wide Angle Viewing System, it is not feasible to perform Phase I of the statement of work using a firm-fixed-price type contractual arrangement. Therefore, PPPL expects to issue either a cost reimbursement (no fee) type subcontract to an academic institution, or a cost-plus-fixed fee type subcontract to a for-profit concern for the Phase I work, depending on the leadership structure of the successful proposal team. Interested parties are encouraged to review the attached SOW and its reference documents, then send an email to the Mr. Chi Man Cheung, RFP Coordinator, at the address provided in this announcement. Those parties expressing interest will be notified when the Request for Proposals is available for download from the PPPL Procurement web site at http://procurement.pppl.gov/Procurement%20Opportunities.HTM. This announcement shall not commit PPPL to issue a subcontract for this effort, or to pay any costs incurred by offerors in the preparation and submittal of expressions of interest in response to this announcement.
