- Description: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), and behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive, sole source basis to Carl Zeiss Microscopy, General Post Office, New York, NY, 10087-5493 to provide a preventative service maintenance agreement for a Carl Zeiss LSM NLO confocal microscope, at NIDCR. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Institute of Dental and Craniofacial Research improves oral, dental and craniofacial health through research, research training, and the dissemination of health information. An essential service to this group is the ability to view microscopic cells, organelles, and protein complexes. The visualization of these provides valuable data in the research of mechanisms or normal and abnormal embryonic development, tissue remodeling, and disease processes. Statement of Work: The contractor shall perform the following services: 1. SCOPE: Contractor to provide all labor, material and equipment to provide preventive maintenance for government-owned Carl Zeiss LSM NLO confocal microscope. All maintenance services shall be performed in accordance with the manufacturer's standard commercial maintenance practices. 2. PREVENTIVE MAINTENANCE: Contractor shall perform not less than one (1) preventative maintenance inspection(s) during the contract period. Service shall be performed by factory trained Field Service representatives. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. 3. EMERGENCY SERVICE: Emergency repair services shall be provided on an unlimited basis during the term of this contract at no additional cost to the government. Emergency service shall be provided between 8 am and 5 pm Monday through Friday excluding and Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for PMI. 4. REPLACEMENT PARTS: The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumable items such as batteries and light bulbs. Parts shall be new or remanufactured to original equipment specifications. 5. SOFTWARE UPDATES/SERVICE: The contractor shall provide Software Service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates/upgrades and revisions from the Government. Defective software shall be replaced at no additional cost to the Government. 6. SERVICE EXCLUSIONS: The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. 7. PERSONNEL QUALIFICATIONS: Personnel shall be factory trained and have experience in the servicing aforementioned instrument. All primary service personnel shall have at least one backup Field Service representative with at least the same level of expertise on the equipment covered by this contract. 8. PLACE OF PERFORMANCE Service shall be performed at the following location: NIH, NIDCR Attn: 9000 Rockville Pike Bldg 30, Room: 414 Bethesda, MD 20892 9. PAYMENT: Payment shall be made quarterly in arrears after completion of the inspection and after submission of invoice to the bill to address on the award. Sole Source Justification: Carl Zeiss Microscopy has been the sole provider of maintenance for Zeiss equipment since 2011. They are manufacturer of the Zeiss Confocal LSM 510 NLO laser and the sole vendor of servicing their own equipment. Since Carl Zeiss Microscopy is the sole provider of maintenance for their laser it is recommended that they are awarded the service agreement in order to maintain the Laser at its maximum possible resolution and stability. Any 3rd party involvement will void the warranty. The Period of Performance is 01/01/2014 to 12/31/2014. The delivery point is The National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Building 30, Bethesda, MD. The North American Industry Classification system (NAICS) Code is 333314, size standard is 500 employees, Optical Instrument and Lens Manufacturing. The acquisition is being conducted under FAR part 13, Simplified Acquisition Procedures, therefore the requirements of FAR part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-72 (January 2014). Interested parties may identify their interest and capabilities in response to this synopsis by February 24th, 2014 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct future competitive procurements.
