- Justification For Other Than Full And Open Competition (JOFOC) Redacted The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research/Air Resources Laboratory/Special Operations and Research Division (OAR/ARL/SORD) intends to solicit and award a sole source firm-fixed price contract for a Vaisala Total Lightning Detection System (TLDS) software upgrade with four years of service and maintenance under the authority of FAR Subpart 13.106-1(b). The proposed vendor (Vaisala, Inc.) and acquisition will, at the SORD, Las Vegas location, upgrade the currently installed system of the Vaisala TLP Series, Central Processor for Low Frequency from the TLP v1.0.5 to the v1.0.6 software license, Operating System Platform, and Power Package Data Services and provide four years of service and maintenance. OAR/ARL/SORD has an Interagency Agreement with the Department of Energy (DOE)/National Nuclear Security Agency (NNSA)/Nevada Field Office (NFO) to provide all meteorological support for the Nevada National Security Site (NNSS). One specific area of responsibility is the detection of lightning strikes on and near the NNSS. The upgrade to the TLDS will process real-time total lighting data from current sensors and will introduce new improvements to the patented Vaisala location algorithm and new propagation correction services yielding improved location accuracy. There are other lightning detection services and systems in the marketplace; however, no other lighting detection system is available to meet the DOE/NNSA requirements. This Notice-of-Intent to Sole Source is not a request for competitive proposals. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
