Description
This synopsis is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov. NAVSEA intends to issue a delivery order under Basic Ordering Agreement Number N00024-12-G-4329, on an other than full and open competition basis, to Lockheed Martin Mission Systems and Sensors, in accordance with FAR 6.302-1, to support emergent efforts to modernize and upgrade USS FREEDOM (LCS 1) and USS FORT WORTH (LCS 3) during their upcoming Availabilities this spring. These efforts require long lead time material to be procured and all prerequisite design work, which includes ship checks, ship installation drawing development, logistics product development be completed prior to ship change installation and completion. Most critical is the completion of upgrades on LCS 3 prior to her first deployment in 1Q FY15. As the shipbuilder of the LCS 1 and LCS 3 variants, LM MS2 is the only known source with extensive previous experience necessary to perform these efforts and has developed unique and technical expertise for the design, engineering, construction, and maintenance of these ships. Additionally, LM MS2 is the only known source capable of providing coverage in order to prevent possible disruption in services and unacceptable delays in mission critical efforts necessary to restore or maintain the ship to a fully operational level required to support the Fleet. T he statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
