Description
Provided are the responses to several inquiries that we received with regards to the RFI: This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY. This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICIS code 541612 (Human Resource Consulting Services) and establish that there are adequate Large and/or Small Business (HUBZONE 8(a), or Service Disabled Veteran Owned Small Business) contractors for the following listed requirement. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information.. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov) The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) contract for an Employees Assistance Program. The period of performance will be for 1 base year with two twelve-month option periods. The ideal Employee Assistance Program would provide licensed counselors to counsel employees on a variety of every-day issues such as, personal problems, family-related, marital, substance abuse, parenting, aging, and stress problems. The provider should be able to provide assessment services along with referral services. US Army Corps of Engineers, Philadelphia District is looking for an employee assistance program provider that is within five (5) miles of the downtown, center city, Wanamaker Building, which is located at 100 Penn Square East, Philadelphia, PA 19107. Ability to counsel individuals on the following, but not limited to: - Parenting - Aging - Balancing Work and Life - Child Care - Adoption - Prenatal Care - Elder Care - Alcohol Abuse/Substance Abuse - Finances - Divorce Issues Counselors should be trained and experienced in counseling people on matters that are mentioned above. The provider should have prior experience providing counseling to other Federal agencies. Experience should demonstrate (but are not limited to): 1. An ability to implement the agency's EAP program effectively 2. Interpret and apply the laws, regulations and procedures that govern Federal EAPs 3. 3. Determine and provide appropriate training to supervisors, employees, and union officials 4. Develop and maintain counseling, referral and follow-up capability 5. Evaluate the effectiveness of the EAP program and report the findings to management 6. Identify and maintain liaison with community resources for treatment and rehabilitation of substance abusers 7. Understand drug and alcohol treatment and rehabilitation insurance coverage available to employees through the Federal Employees Health Benefits Program (FEHBP) All interested Business concerns for this requirement may submit their Company Name, Duns Number, Type of Business Concerns, Years in business, Statement of Capability and Qualifications of the Organization to perform the Counseling service.
