- Please note the questions and answers to this RFP as follows: (1) What is the on-site time required in AMAPA ? Estimated on-site presence for the duration of the project is about 75 days, although various tasks will likely require 2 or more team members to be engaged on-site at the same time. (2) Should the data center deliverable include formation - the basis for the design/build for the strategy work, or (3) Are you expecting initial drawing sets that would require stamp engineering drawing spec and local engineering certification(s) ? If by "formation" this means "training," the contractor would build the capacity and capabilities of the grantee through collaborative work defining the requirements of the data center, and would then outline a plan for future capacity building recommended that the grantee pursue on their own after the project ends. Good practice would be to provide at least 'in-brief" and "out-brief" presentations and discussion sessions to technical personnel at the grantee facilities during site visits, which is also a way to help build local capacity. The drawing sets would require, at a minimum, the stamp of the engineer hired by the U.S. firm to develop them. During preparation of the legal and regulatory survey and the implementation finance plan, the contractor and grantee will determine if engineers licensed in Amapa' must certify for the study documents to be considered for financing by the Amapa' State Government, Brazilian Federal Government, multilateral lenders or any other potential funders. (4) Has some of the work already been done and is there a document? No design work has been done to date. (5) What are the constraints that have influenced the stated 13-week work plan? Is this a hard performance requirement? The 13-week workplan emerged from dialog with the grantee based on their understanding of the development planning at the State level; it can be adjusted through dialog with and approval from the grantee regarding project milestones and performance. (6) What was the basis of the budgetary data center components and IT equipment estimates listed under U.S. Export Potential (p. 15-19)? e.g. Is there a high-level list/inventory of existing and potential Amapa State applications/services to be deployed to the envisioned data center? An application inventory of multiple State agencies is a task required in the Terms of Reference, in order to arrive at an accurate estimate of the requirements for the data center that will best meet the Grantee's needs and resources, and the ability of the grantee to mobilize resources will be affected in part by the quality of the work conducted under the Feasibility Study. (7) The deliverables described in Sub-task 3.9.2 indicate a complete executable BCDR Plan. We would expect that the detail BCDR Plan elements described to be part of a data center deployment phase? Can you clarify the intent and timing of this deliverable. The business continuity/disaster recovery plan will be high-level, identifying key precepts and critical aspects/details that are recommended by the contractor and that bidders for the deployment phase should address, in the contractor's view. This will be based on the design work carried out collaboratively with the grantee, and the acceptable form and substance of this deliverable should be discussed with the grantee at project kickoff.
