- SOURCES SOUGHT: SOL VA261-14-R-0305: The Sierra Pacific Network Contracting Office (NCO21) is issuing a Sources Sought Announcement to determine if there are any Small Businesses that can provide all tools, equipment, labor, supervision, maintenance, transportation, project management, and materials to install one (1) 500KW trailer mount generator at the VA Palo Alto Health Care System, Building 520. Scope of Work qualification particulars are below. 1.1Contractor Technicians performing the installation and maintenance of generators shall provide training certificates or an accredited qualified training institute. Failure to provide this information in technical package will disqualify the contractor from consideration of contract award. 1.2Contractor shall have technical training, track records and working experience in the preventative maintenance and installation of generators in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) years. Contractor shall provide at least three (3) past performances relating to SOW on approve Veterans Affairs individual past performance form. Failure to provide this information in technical package will disqualify the contractor from consideration of contract award. 1.3Contractor shall have safety training - either on-the-job or class-room type in electrical safety outlined in the OSHA standard 29 Code of Federal Regulations (CFR) 1910 Subpart S - Electrical and NFPA 70E - Standard for Electrical Safety in the Workplace. Training certifications shall be submitted in the technical proposal. Failure to provide this information in technical package will disqualify the contractor from consideration of contract award. 1.4Contractor shall have on hand and accessible the latest version of the following references: 1.4.1NFPA 70, National Electrical Code 1.4.2NFPA 70B, Recommended Practice for Electrical Equipment Maintenance 1.4.3NFPA 70E, Standard for Electrical Safety for the Workplace 1.4.4NFPA 99, Standard for Health Care Facilities 1.4.5NFPA 101, Standard for Life Safety Code 1.4.6NFPA 110, Standards for Emergency and Standby Power System 1.4.7ANSI/NETA-MTS, Standard for Maintenance Testing Specifications for Electrical Power Distribution Equipment and System 1.4.8OSHA Standard 29 CFR 1910 The intent is to proceed with a small business set-aside. Please advise what category your firm falls under (Woman-Owned, Service-Disabled Veteran-Owned, Minority-Owned, etc.) as this requirement may be set aside under one of those categories should a sufficient number of firms respond. The Contractor will provide as required the necessary licenses/certificates, competencies, privilege and credentialing in accordance with applicable State(s) and Federal regulation for each employee that will perform services under this contract. All work related to this contract will be performed by the Contractor in accordance with any applicable U.S. Department of Transportation, or OSHA regulations, as well as applicable State health and safety regulations, health care accreditation standards (Joint Commission or equivalent accreditation organization), and other standard industry practices. A more complete statement of work can be obtained by contacting the Contracting Officer listed below. This action will not be broken into categories, all requirements must be provided. All responsible small business sources may submit a bid which shall be considered by the agency. The simplified acquisition procedures of FAR Part 13 will be used as applicable in conjunction with commercial items procedures of FAR Part 12. The NAICS is 532490, size standard is $30.0 million. Product Service Code is W099. The actual solicitation containing requirements should be posted on or about March 7, 2014. The solicitation document and incorporated provisions and clauses will be those in effect through FAC 2005-70 or any subsequent FAC that is in effect at the time of the RFP issuance. If multiple small business firms submit offers, award will be made to the offeror whose offer conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered. The Government intends to evaluate offers and award without discussion. However, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. Offeror shall submit all information with offer as required in 52.212-1; a completed copy of provisions 52.212-3 Offeror Representations and Certifications-Commercial Items.
