- The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with Deloitte Consulting of Alexandria, VA to provide support regarding business transformation initiatives involving but not limited to: enterprise strategy development, execution and monitoring, financial processes and analysis including investment review, return on investment analysis, and cost modeling. legislative affairs and unified legislation and budgeting support, continuous process improvement program management, program and project management support, enterprise risk management, knowledge management, performance measurement, management and monitoring and enterprise resource distribution and analysis for the Navy Recruiting Command (NRC), Millington, TN. The intention of this work effort is to assist NRC in identifying and leveraging existing and planned efforts to discover cost savings and improve business practices in the MPT&E enterprise. This is considered a bridge action in order to avoid a break in services while the competitive follow-on is processed and awarded. The competitive follow-on is in the Pre-solicitation phase and will be synopsized and solicited on the NECO website at a later date under RFP N00189-14-R-Z014. The Navy intends to solicit for a Firm Fixed Price type bridge contract to commence on or around 1 February 2014 for a period of 1-month. Subsequent to this action, it is intended to provide for a longer, six-month term of continuous contractual coverage from 01 March 2014 to 31 August 2014 with three one-month options while efforts are finalized to compete, evaluate, and award the follow-on procurements. Additional information will be provided as it becomes available. This procurement is a sole source acquisition with Deloitte Consulting, under the authority of FAR 6.302-1. It is critical that the work continue until the competitive follow-on is awarded. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541618. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
