Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for a Maintenance Dredging Project located in Guilford, CT. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is scheduled to be issued for bid on or about June 23, 2014. The construction is scheduled to occur in the fall and winter of 2014-15 and is expected to take 10 to 12 weeks to complete. The estimated construction cost is $1,000,000.00 to $5,000,000.00 The proposed project involves maintenance dredging of the Congressionally-authorized Federal Navigation Project (FNP) located in Guilford Harbor, Guilford, CT. The authorized project includes a navigation channel 6 feet deep below mean lower low water (MLLW) and 100 feet wide extending approximately 6000 lineal feet from the confluence of the East and Neck Rivers out into Guilford Harbor. The dredging work will include the main FNC, an anchorage located in the East River, approximately 100 feet by 1500 feet, and the 55 foot wide, 800 feet long Sluice Creek Channel which connects the Guilford marina to the main FNC. In addition to these areas, the Town of Guilford marina will also be dredged. Dredging the marina will require the removal and replacement of all water-based marina components including the following: 46 dock sections (6 feet x 20 feet), 58 finger piers (2 feet x 17 feet), water and electrical services to all docks, and the removal and replacement of approximately 62 12-inch diameter timber piles ranging in length from 30-40 feet. The marina components will be stored in the town-owned parking lot adjacent to the marina while the marina is dredged. Approximately 60,000 total cubic yards of sandy material will be dredged from the main channel, anchorage, Sluice Creek, and marina. A mechanical dredge using various types of clamshell buckets will remove material from the shoaled portions of the Guilford Harbor FNC and marina and then place it into scows. The scows will then be towed to Central Disposal Area in Long Island Sound where the dredge spoils will be discharged for final disposal. It is anticipated that all work will be completed in approximately 10 to 12 weeks and will be executed during the dredge window of October 1, 2014 to January 31, 2015. Interested firms should submit a capabilities package to include the following: business classification (i.e. small business), type of equipment to be used, as well as qualifications and experience with performing at least 3 projects involving dredging of similar size and nature and completed within the last 5 years. Responses are due March 11, 2014 by 5:00pm EST. Responses should include experience of foreman and dredge operators working on mechanical dredge projects. Proof of bonding capability is also required. Responses are limited to twenty pages. Responses are due March 11, 2014 by 5:00pm EST.
