- Tenant Improvement - Interior Renovation Agency: General Services Administration (GSA) Public Buildings Service Office: Region 10; Eastern Service Center, Spokane, WA PROJECT: AE Services Senior Judges Chambers, LOCATION: William O. Douglas Building, 25 South Third St, Yakima, WA NAICS: 541310 - Architectural Services SIZE STANDARD: $7.0 Million Project Description : The William O. Douglas Building is located at 25 South Third Street, Yakima WA 98901. The building was originally constructed in 1912 to serve as the Regional Post Office and Federal Courthouse. In 1940 construction of an annex at the rear of the building was completed. In 1979 the building was placed on the National Register of Historic places. The building currently contains a Judge's Chambers and Court Room on each of the three floors. The US District Court has a requirement to construct a new Senior Judges Chambers in the building. As a result we are requesting an A/E's services to evaluate the existing space on the second floor for feasibility and creation of construction bid set documents for a new Chambers. The build out area is approximately 3,000 square feet. The new chambers shall include the judge's office, private restroom, reception area, galley, conference room, and law clerk offices (2 each). The location of the Chambers on the 2nd floor will also require relocation of the Grand Jury Room which is currently on the second floor. Relocation of Grand Jury Room may be feasible on the second floor or third floor. The design support will include the development of drawings, specifications, and a detailed construction estimate that will comprise the construction documents. The drawings and specifications shall include mechanical, electrical, civil, architectural and structural disciplines. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL; NO SOLICITATION PACKAGE WILL BE ISSUED UNTIL AFTER AN EVALUATION HAS BEEN MADE ON THE PROVIDED SF-330s. Scope of Work : The scope of professional services will require at a minimum: professional architectural, preservation architect or Historic Preservation Specialists, services for concept design documents, design development documents, construction documents, specifications, cost estimates, and computer aided design and drafting (CADD) for the renovation. Proof of competency must be offered for all firms interested in establishing themselves as Historic Preservation Specialists on A/E design services contracts for the following specialty: Preservation Architect or Historic Preservation Specialist: Architectural team must include a Preservation Architect or Historic Preservation Specialist with demonstrated and documented experience on 3 projects of similar scope in Nationally-listed historic building(s) in the last 5 years. The project is to include content to comply with the Secretary of Interior's Standards for Historical Properties, GSA Design Standards, U.S. Courts Design Guide, conformance to the P-100 (Facility Standards for Public Buildings), conformance to federal statutes and regulations to include waste reduction, use of recovered materials, energy conservation, the Buy American Act, and the Competition in Contracting Act. It is expected that the following key disciplines will be required for this procurement: architectural, historical, mechanical, electrical, structural, cost estimating, fire protection, telecom, and interior design. The selected AE firm will be required to perform all necessary on site survey work for this project, such as verifying existing conditions and record drawings, prepare drawings and specifications in sufficient detail such that qualified construction firms can prepare accurate and timely proposals for the desired construction work. Microsoft Project scheduling and management software will be used by both the A&E and Contractors to allow for regular tracking of schedules and work by the GSA. Schedules with MS Project will be regularly sent to the Government representative upon project initiation and whenever significant changes occur in the schedule. All work must be designed within a construction cost range of $400,000 to $600,000. Progressive design documents are as follows: Schematic Design Documents (35%), Design Development Documents (65%), Biddable Construction Documents (95%) submission, Final Design documents (100%) submission, and Final Bid Set Documents. Selection Process: This is a Request for Qualifications (RFQ) of A/E Firms interested in contracting for the above described requirement. The procurement will be evaluated using the Brooks Act. This acquisition is set aside for small businesses. The NAICS code for this procurement is 541310, and the size standard is $7 million. Interested firms should submit one (1) electronic pdf copy of their current SF 330 Part I, SF330 Part II, and referenced forms to establish competency as a Historic Preservation Specialist (forms can be found at the following link: http://www.gsa.gov/portal/content/101535) no later than 2:00 PM Pacific Standard Time (PST) March 6, 2014 to Rosa Krauss via email rosa.krauss@gsa.gov. In accordance with FAR Subpart 36.6 and GSA Manual 536.6 the government will evaluate firms to determine the most qualified. Firms SF330 Part I, SF 330 Part II, and submissions to establish competency as a Historic Preservation Specialist will be evaluated using following evaluation criterions, listed in descending order of importance: 1) Professional qualifications necessary for satisfactory performance of required services Key personnel are defined as the lead architect and lead designers for any key disciplines to be assigned to this contract. Key personnel proposed are required to be licensed in the state of Washington or certified professionals in the state of Washington. 2) Specialized experience and technical competence in the type of work required including historic preservation. The proposed team shall provide a maximum of five specific completed projects that best illustrate overall team experience within the last five years. The completed projects proposed shall also include at least three design projects successfully performed in the past five years which demonstrate the firms' capabilities as a Historic Preservation Specialist. The project is in a building on the National Register of Historic Places. All design and construction work must comply with the Secretary of Interiors Standards for the Treatment of Historic Properties. See: http://www.nps.gov/history/hps/tps/standguide/ Proof of competency to provide historic preservation services for this project shall be based on GSA Historic Buildings Program technical and experiential requirements. Please note that although the GSA Historic Buildings Program technical and experiential requirements link above states three project in the past two years, the GSA will evaluate projects in the past five years for this requirement. 3) Capacity to accomplish the work in the required time Describe the firm's ability to utilize key resources in completion of this project. Indicate availability of resources for the anticipated contract performance period. The anticipated A/E contract performance period would begin the first week of May and would last for 195 calendar days. 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. In the Government's evaluation of past performance, in addition to information submitted by the firm, the government will consider information obtained from the Past performance Information retrieval System (PPIRS) and any other sources deemed necessary by the Government. 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves and appropriate number of qualified firms, given the nature and size of the project In order to receive the most favorable evaluation for this factor, the firm must demonstrate that at least 35 percent of the architect-engineer contract services (based on total contract price) will be accomplished within the geographical boundaries established by the project. The general geographical area of the project is defined as 300 mile radius from the project address: 25 S 3rd St. Yakima, WA 98901-2715. In order to select the most highly qualified firm, the Government reserves the right to interview or ask firms to submit supplemental responses.
