Description
The Fleet Logistics Center Norfolk, Philadelphia Office, intends to acquire, on a full and open basis, Industrial Hygiene testing and monitoring services for the Navy and Marine Corps commands/activities in direct support of the Bureau of Medicine and Surgery ™s (BUMED) comprehensive Industrial Hygiene (IH) program. The Navy Industrial Hygiene program requires support services to anticipate, recognize, evaluate and make recommendations to control unacceptable workplace exposures. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR PROPOSALS, WHEN ISSUED. The contractor will be responsible for the following tasks: Schedule, conduct and document Industrial Hygiene surveys for the commands/activities/assigned shops, including periodic surveys, follow-up surveys, workplace monitoring & ventilation surveys, and exposure monitoring surveys; Collect and label all IH analytical samples, prepare and maintain all samples, prepare and complete all sampling results reports; Conduct exposure claim investigations and occupational illness investigations; Investigate employee reports of unsafe or unhealthy working conditions; Conduct workplace assessments of commands/activities; Review hazardous materials and provide technical expertise in regards to Asbestos Program, Respiratory Protection Program, Lead Awareness Program, and Ergonomic Program; Perform annual certification of audiometric testing booths; and, Input and update collected data, shop codes, and equipment listings into DOEHRS. The types of operations that are evaluated and monitored are: Industrial Operations, Medical, Heavy equipment operations and maintenance, toxic/hazardous materials handling, construction, supply/transportation, Mechanics, Research and Development, and Administrative environments. Services will be provided entail all shore based operations that the Navy owns or operations including: Naval Ship Yards, Naval Aviation Depots, Weapons/Ordnance Stations, Medical/Dental Activities, Construction Activities, Surface Warfare Centers, Test Centers, Sub IMA, Naval Air Stations, Naval Air Facilities, Naval Stations, Naval Communications and Telecommunications Stations, Fleet Industrial Supply Centers, Trade Schools, Headquarters, Naval wing air squadrons, Naval Training Centers, Officer Candidate School and the US Naval Academy. It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation). This is a requirement for which a sources sought (N00189-14-R-Z023) was issued and, after careful review of responses received thereto, the KO has determined that full and open competition is the most appropriate method. It is anticipated multiple award indefinite delivery indefinite quantity contracts where both firm fixed price and cost plus fixed fee orders can be issued will result from this solicitation. It is anticipated that the ordering period will be 01 September 2014 through 31 August 2017. The solicitation, N00189-14-R-Z023, is anticipated to be released around 13 March 2014 and will be made available electronically upon its release to NECO, www.neco.navy.mil. The solicitation will contain all information relating to the requirement and proposal submission. The applicable NAICS code is 541690.
