- THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR COMMERCIAL LITHIUM ION CELL LOTS AND ACCEPTANCE TESTING. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer the questions below. Question 1: I would appreciate if you inform me in detail usage condition for LREBA and LPGT. Answer 1: LREBA is an accessory power supply used during spacewalk (Extravehicular Activity or EVA) from the International Space Station (ISS). LPGT is a Pistol Grip Tool power supply used during EVA as well as inside the ISS. Both batteries are charged inside the ISS. The LREBA provides power for the helmet mounted lights enabling crew visibility during shadow, helmet mounted camera for ground crew monitoring of EVA progress, and glove heaters for keeping the crew persons fingers warm. The Pistol Grip Tool is a current-limited, manually-ratcheting, power tool for running-in and torqueing fasteners Question 2: Is this cell will be used in the aerospace environment? Answer 2: Yes, in discharge mode. Charge occurs inside the ISS at near ambient conditions. Question 3: What is the definition of the inner box and How many sample do you mean in a box? Because the new transport package regulation for Li ion Battery requires limit the cell number in a box. Answer 3: This requirement is based on current transport regulation and was written to provide a first look as to cell uniformity across the received shipment. If the shipment arrives with all cells in a single box, than a random 5% sample is sufficient. In the quantities required, most shipments will consist of outer boxes containing multiple inner boxes of cells. Question 4: What is the definition of the Lot and How many sample do you mean in a lot? Because the definition of the Lot may different sometimes by organization. Answer 4: Definition of a lot is left to the manufacturer; however, we require all cells be a part of a single lot and traceable to the manufacturer. Lot identification will equal the date code markings on the cells. Question 5: How many samples are needed for 3.2 / 4.0/ 5.0 clause testing ? Answer 5: For performance of sections 3.2, 4.0, and 5.0, sample size of 100% received cells is required. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on February 12, 2014. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
