Description
This is a solicitation for Steel Targets. The acquisition will be competed on a BRAND NAME OR EQUAL basis for Liberty Steel Targets, LLC. The CLINs above, taken together, must satisfy the following salient characteristics: General The solution shall provide a target satisfying MILSPEC requirements constructed out of AR500 steel and no less than 3/8 thick. The solution must be free of welds, hinges, bolt together/bolt-on pieces, and free of gimmick or moving components. The solution must be capable of quick and rapid setup and take down (less than 3 mins for setup and takedown). The solution must weigh less than 40 lbs total weight. The solution must be capable of being hand carried and man packable to remote ranges where authorized for use. The solution must be capable of being transported laying completely. The solution must be constructed of fully interchangeable parts/components and all parts/components must be constructed out of AR500 steel. The solution must provide for an on-the-spot USMC mobile range capability. The solution must be capable of being set up in both a standing (high profile) and kneeling (low profile) configuration with no extra parts/components required for assembly. The solution must fit exactly within the mil-scale reticules of USMC sniper rifles and all currently fielded rifle combat optics. A milliradian is a unit of measure that is 3.6 inches at 100 yards or 36 inches at 1000 yards. The average person is 36 inches from their waist to the top of their head and 18 inches wide across the chest. The solution (specific to this unit s requirement) must be dimensionally designed to represent the half size of the average human being and be designed for use with Marine Corps Milliradian or MilDot rifle scope reticles and the bullet drop compensated reticles in the Trijicon ACOG/RCO (which is what the USMC rifles utilize) so that the shooters can accurately train at measuring the range to the target (for this units purpose, it would be measuring and acquiring targets at long distance ranges which is why the half size target has been specified). The solution must provide a target silhouette no larger or smaller than 18 tall and 9 wide and must resemble a human profile (head and upper torso). Assessment and Inspection Capabilities The solution must provide the ability for any Marine shooter to quickly locate, identify, and acquire human (enemy) profile targets and provide instantaneous shooter feedback to ensure rounds are accurately impacting the target. Instructors/assessors must be able to visibly see impacts. The solution must be capable of quickly being painted/repainted with spray paint to assess accuracy of impacting rounds by multiple users/shooters and reset the same target for the next shooter/shooters. The solution must provide the ability for the instructor/assessor to visibly identify effects of long range impacts that are impossible to see on paper type targets. The solution must allow the instructor/leader to determine measurable effects of fire control from long distance ranges. The solution must maximize shooter/training throughput which allows instructor/assessors the ability to process, assess, and rotate multiple groups of shooters while minimizing or mitigating target reset time during time restricted training evolutions. This will allow for quick remediation for shooters requiring additional training without sacrificing training time for follow on personnel. The solution will also allow for quick reset or modification of target placement on the same range. The solution must meet the requirements for zeroing of the rifle combat optic, Standard Day Optic (SDO), and Machine Gun Day Optic (MDO) requiring 3 minutes of angle (MOA) while simultaneously allowing for measurable accuracy without moving. The solution must quickly allow for instructors/assessors to assist shooters with quickly attaining an accurate Zero without readdressing/repairing targets which will delay training. The requirement will be awarded on an all-or-none basis. BRAND NAME OR EQUAL to Liberty Steel Targets Mfr Part Nos: (1) Target Silhouette (Min E Rad ) - Item #100-00012. (2) Fast Interlocking Reactive Engagement Base Item# FIRE Base The Government intends to award a contract resulting from this to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA). All Items quoted shall be BRAND NEW IN ORIGINAL PACKAGING. It is the offerors responsibility to furnish sufficient information and detailed specifications to the government to determine acceptability of the offered item(s). Failure to provide product quotes that meet the salient characteristics may result in quote being considered non-responsive. Offeror(s) shall: (1) Completely fill out this SOLICITATION AND ALL AMENDMENT documents if issused (including applicable clauses). (2) Return documents along with quote to Marine Forces Reserve Regional Contracting Office POC Only.
