Description
Pre-Solicitation Notice for Design/Building-Bridging Contract The Consumer Financial Protection Bureau Headquarters Renovation Projec t The General Services Administration (GSA) intends to issue a Request for Qualifications (RFQ) for a Firm-Fixed Price, Design/Build-Bridging (D/B-B) Services type contract, for the renovation of the Consumer Financial Protection Bureau’s Headquarters located at 1700 G Street, NW, Washington, DC, 20552. A single, firm-fixed price contract will be awarded for all Design/Build-Bridging services necessary to construct this project. General Project Requirements: This contract involves significant improvements to the overall building including: site improvements, structural modifications, interior architectural finishes, glazing systems, elevator systems and life safety systems including: fire protection, plumbing, HVAC, electrical, security and fire alarm systems. The project also includes a significant renovation of the existing adjacent courtyard that entails structural level changes, landscaping revisions and revised courtyard layouts. The gross building area is approximately 503,000 gross square feet (GSF), which consists of 371,000 GSF of occupied areas (basement through sixth floor), and 132,000 GSF of parking on two levels below grade. This contract will include, but not be limited to, the preparation of design drawings/specifications and implementation of improvements for the six-story building with basement pursuant to the approved (by Consumer Financial Protection Bureau) concept plans and requirements. The Contractor will prepare a complete set of design documents (including, but not limited to, architectural, civil, landscape, structural, mechanical, electrical, plumbing, fire alarm, fire protection and security) for this project, based on the bridging documents that are being developed by a separate A/E firm. Upon approval of the design documents, the contractor shall furnish and install all site improvements, structural modifications, interior architectural finishes, glazing systems, elevator systems and life safety systems as required. The coordination with the Owner’s contracted forces and procurements (i.e. IT/Telecom, Furniture, Fixtures, and Equipment (FF&E) and Tenant Move Services) are an integral part of the services to be provided. All work will be performed in accordance with GSA’s authorized and approved standards. The selection procedures will utilize the Best Value Tradeoff process In accordance with the Federal Acquisition Regulation (FAR) Part 15 and the Two-Phase Design/Build-Bridging Procedures in FAR Part 36.3. Stage I, Request for Qualifications (RFQ), shall result in a short list of offerors who will be invited to participate in Stage II of the procurement. Stage II, Request for Proposals (RFP), shall result in the selection of the Design/Build- Bridging contractor whose offer provides the best value to the Government. In Stage I, the Government shall identify technical evaluation factors, other than cost or price, that are critical to this procurement and that will serve as the basis for the determination of the short list. When combined, all evaluation factors, other than cost or price, are approximately equal in importance to price. Interested offerors will be required to submit their Stage I responses by the due date established in the RFQ. The Government will evaluate all responses in accordance with the criteria established in the RFQ. The Government will then notify each Offeror in writing of whether or not it will be invited to participate in the RFP based on the Stage I information submitted. In Stage II, the Government will issue the RFP, including the Bridging Documents, to the short-listed offerors from Stage I. The RFP will serve as the basis for the firm-fixed price offers. All offers must be submitted by the date established in the RFP. Based on the Stage I and Stage II submissions, the Government will select the offer that reflects the best value to the Government. The Government reserves the right to make award based upon evaluation of Stage I and Stage II submissions without discussions. This negotiated procurement will be open to both large and small business firms. Any qualified responsible firm, including small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses, or as subcontractors. Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637(d)) and FAR Subpart 19.702, an offeror that is not a small business concern, offering to perform a contract that has subcontracting possibilities, must submit a subcontracting plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. GSA intends to promote subcontractors' use of registered apprenticeship programs in this procurement. Estimated RFQ Issuance: The RFQ will be available on or about March 7, 2014 on the FedBizOps website at www.fbo.gov. Estimated Cost: The estimated cost is $80-$100 million. Estimated Performance Period: The estimated performance period for the completion of Design/Build-Bridging is 30 months, with award/notice-to-proceed issuance in September 2014, and substantial completion reached in March 2017.
