Description of Requirement The National Cancer Institute (NCI), Division of the Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB) Biophysics section has the requirement to procure the Brand Name K2 Summit Direct Electron Detector Camera parts: K2 Summit + Quantum LS upgrade (Krios) and K2 + Quantum LS installation and alignment (Krios)), manufactured by Gatan Inc., or Equal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number is N02RC46012-83. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 20) 05-72, (January 2014) Simplified Procedures for a Commercial Item. The Government contemplates only one award of a Firm-Fixed Price contract. The Associated North America Industry Classification Code (NAICS) 334515 and the Business Size Standard are 500. It has been determined there are no opportunities to acquire green products or services for this procurement. The Biophysics section of the LCB studies the structures of proteins, molecular complexes, viruses and cells that are involved in cancer malignancies and other disesases such as HIV. The LCB employs the techniques of cryo-electron tomography and cryo-electron microscopy for studying individual viruses and bacterial cells, as well as determining high resolution protein structures. Samples that are plunge-frozen are transferred and imaged in the electron microscope while they are still frozen. The acquisition of the K2 Direct Electron Detector Camera parts will enhance the imaging quality of the NCI's pre-existing Titan Krios electron microscope, manufactured by FEI. The K2 is a direct detector camera, capable of operating in the counting mode that is designed to specifically enhance data quality with the use of high resolution cryo-election microscopes by more efficiently detecting electrons and converting them to images. The installation of the K2 Summit direct detector cameras on NCI's electron microscopes will facilitate collection of data at resolutions thought to be unachievable previously. The salient characteristics of this instrument are as follows: 1. The direct detection camera will have a minimum of 3840 x 3840 pixels, with 14-bit digitization capable of running a full frame rate at 400 frames/second with 1x binning. 2. The camera must include a hardware-enabled real-time electron counting mode of operation. 3. The camera must be capable of operating in the real-time electron counting mode with at least 20 electrons / pixel / second dose rate and sensor read-out at 400 full frames/second. 4. The camera must include a hardware-enabled super-resolution mode of operation that provides a sub-pixel electron counting mode. 5. The camera must be capable of operating in the super-resolution electron counting mode with at least 20 electrons / pixel / second dose rate and sensor read-out at 400 full frames/second. 6. The camera must provide a field of view in the super-resolution mode of more than 7400 x 7400 pixels. 7. In super-resolution mode, the camera must provide DQE. 0.65 @ 0.15 Nyquist Frequency. 8. The detector must have a lifetime exceeding more than 5 billion electrons per pixel, and swap-out times will be < 1 hour. 9. The camera must be compatible with mounting below a GIF spectrometer, and all hardware required for using on Titan Krios electron microscope (FEI). 10. Software will be provided for image acquisition and processing, and the user interface must include functions for aligning stacks of dose-fractionated, electron-counted images. 11. The camera must be capable of remote diagnostics as well as remote system control and operation for troubleshooting. The camera will also support remote software updates. 12. TEM air, water, and electronic interface hardware shall be included as standard. 13. Installation and on-site training must be provided. 14. The camera must be capable of running at operating voltages of up to 300KeV and must be seamlessly integrated for data collection with the Titan Krios electron microscope (FEI). II. Delivery Contractor(s) shall deliver the item within 30 days after award to NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer's Representative (COR) to schedule the installation date and time. III. Installation To be carried out by the manufacturer and shall occur within approximately one week of delivery. IV. Payment Payment shall be made after delivery, installation, and successful operation of the camera parts. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: March 10, 2014 at 11:00 am, EST. PROVISIONS AND CLAUSES: The following provisions and clauses will be incorporated by reference: 52.211-6 Brand Name or Equal (a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products; including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 52.212-1 Instruction to Offerors Commercial Items 52.212-2, Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal.
