Description
The NPS is unable to consider a change in systems at this time due to an upcoming Command, Control, and Communications force protection exercise, Citadel Shield, being conducted 24 FEB 2014 “ 28 FEB 2014. Without AtHoc in place, the NPS would not be successful in the Citadel Shield exercise. The Navy instructs personnel to register for the AtHoc wide area alert network in its announcement of the Curtain-Citadel Shield exercise. To reach the personnel registered with AtHoc, AtHoc is required. It is not reasonable to expect that the Naval Postgraduate School, with a protected population of less than 1.5% of total Navy personnel, would use a different system than the rest of the Navy. If the Navy were to switch mass notification systems, the NPS would be likely to migrate to the new system to be in unison with the rest of the Navy. Additionally, it is labor and cost-prohibitive to migrate to a new system. The current AtHoc system has been heavily customized and configured since it was first installed in 2008. There are multiple software solutions for mass notification over IP and multiple service providers for telephony communications. The NPS concluded that, as a small percentage of the population of Navy, and based on price lists for comparable products, and considering implementation costs associated with a new system, it was in the NPS ™s best interest to continue use the AtHoc system the majority of Navy installations operate on for the time being. The NPS is monitoring a current initiative underway at SPAWAR for mass notification system software. The pre-solicitation number for this initiative is N66001-14-R-0014. SPAWAR ™s contract effort is specific to the NMCI networks. NPS is on the DMZ and for this reason SPAWAR will not include NPS on its mass notification system contract. The NPS ™s intent is to remain uniform with SPAWAR/Navy on its mass notification system. If the result of the pre-solicitation is a competitive procurement, and another solution is selected for mass notifications, it is likely the NPS will pursue procurement of the solution SPAWAR/NAVY implements.
