- Wage Determination Amendment 0002 Undated Response to Questions This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DESCRIPTION OF SERVICES: Barksdale AFB, Louisiana has a requirement for base-wide recycling services. A Pre-Proposal Site Visit will be held on 28 Jan 2014 at 09:00 AM CST at Barksdale Air Force Base. All interested parties must submit names of attendees to justine.smith.1@us.af.mil by 1:00 PM CST on Monday, 27 Jan 2014. A Pre-Proposal Briefing will be held at 2 CONS Conference Room prior to the Site Visit. All attendees who do not have access to Barksdale Air Force Base please meet at the East Gate off Industrial Drive at 08:30 AM CST for escort. ALL QUESTIONS POST SITE VISIT MUST BE SUBMITTED TO justine.smith.1@us.af.mil NO LATER THAN 7 Feb 2014 by 12:00PM CST.The contractor shall provide all supervision, personnel, equipment, transportation, and other items and services necessary to perform recycling services at Barksdale Air Force Base, Louisiana. The Contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. See attached Statement of Work for specifics on this requirement. Performance period will be 1 April 2014 through 30 September 2014 (basic period) plus four one-year option periods. THE PROPOSED SOLICITATION IS A 100% SMALL BUSINESS SET-ASIDE UNDER NAICS 562111. Small business size standard is $35.5 million.This solicitation is a competitive RFP awarded using commercial procedures found in FAR Part 12, using Lowest Price Technically Acceptable (LPTA) evaluation procedures. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. All prospective offerors are responsible to visit the web page frequently and obtain the solicitation and any amendments or other information pertaining to this solicitation. No telephones calls or written requests for this solicitation package will be accepted. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and the following addenda applies. Offerors shall submit their prices on letterhead stationery annotating Cage Code Number, DUNS Number and Tax Identification Number. THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation that will be most advantageous to the Government. The Contracting Officer and the Contract Administrator are not responsible for locating or obtaining any information not identified in the offer. If an offeror cannot comply with every requirement, that offer will not be acceptable, and therefore will not be considered. Offers will be evaluated on price based and upon technical capability, however, the Contracting Officer reserves the right to award to other than the lowest quote based upon a best value determination by the Government. Before an award can be made, according to DFARS 252.204-7004 Alt A, offeror must be in the Contractor Central Registration (www.ccr.gov) database and also in the Online Representation and Certifications database ( https://orca.bpn.gov/ ).
