- This is a Request for Information (RFI) issued by The United States Army, on behalf of the Program Executive Office (PEO) Aviation for the aircraft managed by the AAH Project Manager`s Office (PMO). PMO is conducting market research seeking potential sources, including small business (SB), 8(a), HUBZone, and Service-Disabled Veteran-Owned small businesses, that are capable of providing training products for training device and training material updates. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this RFI. The objective of this requirement is to provide for the development and procurement of training products for training device and training material updates, concurrency upgrades and obsolescence upgrades of the Apache Training and Training Products. This consists of Hardware Training Devices (HTD) for Operators and Maintainers, Operator and Maintainer Training Courseware, Operator and Maintainer Interactive Multimedia Instruction (IMI) and Virtual Interactive Environment (VIE) systems and content, Apache 3D Component Locator and Longbow Procedural Trainer (LPT) desktop training application. Additional support will be required for the training of the Life Cycle Contractor Support (LCCS) team as device upgrades are delivered to the Unites States Government (USG). Subject Matter Expert (SME) technical assistance will be required for post fielding/upgrade problem resolution and hardware obsolescence assessment of the Apache PMO suite of Maintenance Training Devices. This will be a Firm Fixed Price Five (5) year Indefinite Delivery indefinite Quantity (IDIQ) contract with five one-year ordering periods. The submission should also include the following minimum information: Name and address of offeror, Point of contact including name, title, phone and e-mail address; Statement of Capability; Business Status, Business Size and whether a General Services Administration (GSA) schedule is in effect. Follow-up discussions may be conducted with respondents. It is desirable that data be received with unlimited rights to the Government. Nevertheless, we recognize that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum.
