- This announcement is for informational purposes only. The Syracuse VA Medical Center intends to award a contract for Architect/Engineer (A/E) Design Services, NAICS 541310, to provide a design to replace windows in Bldg 1 and 2 at the Medical Center. The Medical Center will use the short selection process defined in FAR 36.602-5 (a). As such, the VA intends to evaluate the technical qualifications of all Service-Disabled Veteran Owned Businesses (SDVOSB) E firms that are currently on file. The VA will identify the three most highly qualified SDVOSB A/E firms who have responded to competitive solicitations over the past 12 months. The geographic range being considered for this selection is 300 miles from 800 Irving Avenue Syracuse, NY 13210 and only firms on file within that range will be considered. Existing information on file indicates that the socio-economic set-aside within this geographic radius is service-disabled veteran-owned small businesses. Firms wishing to be considered who are within the 300 mile radius but have not submitted a technical qualifications package within the past 12 calendar months may submit a SF 330 listing qualifications to the attention of: Sandra L Fisher, Contract Specialist, VA Medical Center, 800 Irving Ave, Syracuse, NY 13210. Firms who have previously submitted qualifications need not resubmit unless they wish to alter the packages previously submitted. SF 330's must be received at the Syracuse VA Medical Center by 4:30 pm, February 26, 2014. SDVOSB A/E firms must be verified in VetBiz (www.vetbiz.gov) to receive consideration. The preferred method of submission would be electronic submission to sandra.fisher3@va.gov. This is a general scope for Architectural/Engineering services (NAICS 541310) for the "Replacement of windows in Bldg 1 and 2 " located at the Syracuse VA Medical Center. This project proposes to provide complete design services (not limited to concepts and layouts, program development, investigative services, and cost estimating services) to replace approximately 750 to 1,000 windows on all floors of the VA Medical Center located at 800 Irving Ave, Syracuse, NY 13210. The project's design shall focus on the replacement of the current windows with a similar size and more energy efficient window comparable to the newest window replacement of the 7B ward, approximately a year ago. The renovations will incorporate multiple floors and rooms throughout the medical center and the smaller office building #2. These windows will be completely demoed to include the removal and abatement of all existing caulking and mastic as required. The design shall include all necessary wall and surface preparation and repair to match existing conditions. The exact extent of work will need to be determined from the investigative portion of the design. A/E SCOPE OF SERVICES. 1.Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review, and construction period services as required to renovate the existing library space for respiratory therapy. Services will include all Architectural, and Engineering work associated with this project. 2.Specifications shall be compiled from VA Master Specification. The A/E shall select those, which apply to this project, customize and completely edit as required for the specific needs of this project in accordance with the Spec Writer Notes. Final documents require application of good judgment to provide a clear, concise, adequate, unambiguous and correct description of the construction contract work to be performed. Submit all spec reviews in Word and hard paper formats. 3.Drawings shall be CAD generated readable by AutoCAD 2012 and shall be presented on hard-copy paper and CD in.dwg format for each submission % Review. Fonts/scripts used must be compatible with the VA's Nat'l. CAD Standard programs. All drawings must be readily accessible and any use of x-ref files must be bound. 4.Update/revise VA's AutoCAD floor plan single line drawings of the area renovated under this project and submit in.dwg format. First submission for review of any specification section shall be in red marked up format to clearly show the original VA Master Spec and the manner in which it is being modified for the specific needs of this project to include all 'not-used' sections. 5.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 6.Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating Syracuse Engineering Service, VISN 2, or any other government comments. 7.Provide two (2) sets of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 35%, 65% and the 95% and 100% design review stage. Also provide, two (2) sets of drawings stamped by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Additionally provide electronic copies of the final design submission in both AutoCad and PDF formats. (AutoCAD format must be no earlier than AutoCAD 2006 version and no newer than AutoCAD 2011.) 8.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 90 days from contract award. 9.Provide a detailed material/ labor cost estimate for construction of this project at the 100% design review stage. 10.Create list of all items required to be submitted on by the project specifications. The list shall be organized by specification number, followed by the name of the item to be submitted on by specification. This list shall be provided to VA. 11.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 12.Provide a technical review of all project submittals/shop drawings related to the Project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 13.Provide expeditious responses to all design/conflict questions encountered during the construction term. 14.Upon completion of the project, provide (2) sets of stamped "Architectural E1" (30"x42") as built drawings, as well as in PDF and AutoCad 2006 to 2011 formats. This posting is both a Special Announcement of our intent to procure services as described herein, as well as a Sources Sought Announcement hoping to identify SDVOSB within the stated geographic limitation who are willing and able to perform the work described herein.
