Description
The Mission Installation Contracting Command - Fort Belvoir (MICC-FB) seeks to acquire professional support services for the Comprehensive Soldier and Family Fitness (CSF2) Directorate. Support services encompass operations research and systems analysis, strategic and training analysis and administrative support. CSF2 was formed with a mission to develop and institute a holistic fitness program for Soldiers, Families and Army Civilians in order to enhance performance and build resilience (Ability to grow and thrive in the face of challenges and bounce back from adversity). It is the vision of the CSF2 directorate that the pursuit of mission shall result in an Army of balanced, healthy, self-confident Soldiers, Families and Army Civilians whose resilience and total fitness enables them to excel in an era of high operational tempo and persistent conflict. The quote mark strength of soldiers quote mark therefore is critical to the mission. A comprehensive understanding of strength would not be complete without considering the dimensions of strength. The CSF program intends to increase the resilience and enhance the performance of the force by developing five dimensions of strength: Physical, Emotional, Social, Spiritual and Family. The services to be procured are neither inherently governmental functions nor personal services. The work objectives to be performed under this contract are to provide related specialties and corporate capabilities for services that encompass force development, force integration, force structuring, training development, assistance with requirements definition, resourcing, and all elements of the life cycle model and Force Management operations, as well as general administrative support of the CSF2 Directorate. The analysis shall focus on conceptual development, and capabilities that CSF provides, as well as quality of life programs and well-being programs. This acquisition will be issued utilizing a formal Request for Proposals (RFP). It is anticipated to solicit this requirement on a 100% full and open, competitive basis. Notice to small businesses: Any small business with a Non-Price proposal that is rated Acceptable or higher, whose Price is determined to be fair and reasonable, will be eligible for award. A single award, Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract is anticipated to result from a competitive RFP. The ordering period will cover a base year, with two, one (1)-year option periods for a total of 36 months, if the options are exercised. The requirement will be processed as a Non-Commercial Services solicitation in accordance with FAR Part 15. The three year ordering period will accommodate fluctuations in the real-time emergence of requirements and the availability of funds throughout the duration of the contracts, and will accommodate differing performance periods among task orders. On- ramp provisions are anticipated. The applicable North American Industry Classification System (NAICS) for this effort is 541611. The applicable Product Service Code (PSC) or Federal Supply Code (FSC) is R405. Offerors will be required to submit both non-price and price/cost proposals. The solicitation will consider the offeror's non-price proposal more important than the offeror's cost/price proposal. Solicitation W91QV1-14-R-0005 will be made available electronically on FedBizOpps and the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/default.cfm upon its release. At this time the solicitation is expected to be released in March 2014. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. All responsible sources may submit a proposal which will be considered by the Government. The solicitation response date is tentative and subject to change. The closing date of the RFP will be established in the RFP. Offerors must be registered in the System for Award Management (SAM) database to be considered for award.
