- Description
- Description The primary purpose of this solicitation is to competitively source requirements for the USPS Standard Priority Mail Tape for our Expedited Packaging Services (EPS) program office. The solicitation will contain specifications for three (3) forms of tape. The solicitation is expected to be issued sometime before July 31, 2014. The Postal Service plans to conduct a Prequalification of Suppliers between April 1, 2014 and April 30, 2014. Only prequalified suppliers will receive the solicitation and specifications for these products. During the prequalification process, the evaluation teams will evaluate the supplier's capability to nationally fulfill requirements per the specifications. The team will also evaluate the supplier's overall financial capability to fully support and fulfill all anticipated requirements, including the full range of product types, volume demands, as well as transportation for FOB Destination awards. Interested suppliers MUST submit financial statements for the last three (3)-years (2011, 2012 and 2013). The RFP price evaluation process of the solicitation will be conducted using the USPS eSourcing system, Emptoris eRFx module. Emptoris is an eSourcing solution that automates, standardizes, and streamlines the sourcing of supplies, services, equipment, transportation, and facilities. All suppliers interested in doing business with the U.S. Postal Service must register in Emptoris. Suppliers can access the eRFx registration module at https://uspsesourcing.emptoris.com. Simply click on the "Register Supplier Organization" hyperlink, and follow the instructions and prompts to complete the registration process. You will need a DUNS (Dun & Bradstreet) number and NAICS (North American Industry Classification System) code to register in the USPS sourcing system. The USPS intends to award one contract resulting from this solicitation to the supplier whose proposal conforms to the solicitation, and whom the Purchase Team determines offers the best value to the Postal Service. The Postal Service will also make a determination on the delivery method that provides best overall value, prior to award. Resultant contract will be Indefinite Delivery, Indefinite Quantity (IDIQ), with minimum guaranteed quantities, and maximum quantities based on our forecast of projected volumes over the anticipated contract life cycle.
