- SAMPLE Reference Document SAMPLE RESPONSE Attachment 4 NSLDS Phase 1 Evaluation Factors Matrix Solicitation Attachment 7: Past Performance Questionnaire FSA-14-R-0007 Solicitation Attachment 6: FAR 52.212-3 Offeror Reps and Certs Solicitation Attachment 5: NSLDS Cost Estimation Solicitation Attachment 4: NSLDS Phase 1 Evaluation Factors Matrix Solicitation Attachment 3: NSLDS Platform Solicitation Attachment 2: NSLDS System Processing Volumes Solicitation Attachment 1: NSLDS Statement of Objectives ED--FSA-14-R-0007, NSLDS Phase 1 Solicitation The U.S. Department of Education, Office of Federal Student Aid, is conducting a two-phase solicitation in accordance with the Department of Education Acquisition Regulation (EDAR) Subpart 3415.302-70. This acquisition is a set-aside for small business. This solicitation is for Phase 1. The Government anticipates awarding one firm fixed price contract under NAICS code 541511 (Size Standard $25.5 million). However, selection in Phase 1 of this solicitation does not constitute, nor guarantee, a contract award as there will be no contract award as a result of this Phase 1 solicitation. Only offerors selected in Phase 1 of this two-phase solicitation process will be provided a copy of the solicitation amendment for Phase 2, and only those offerors selected in Phase 1 will be permitted to submit an offer in Phase 2. The resulting award from the Phase 2 solicitation will have a Base Period of one (1) year and four (4) one-year Option Periods. Please see the attached, ED-FSA-14-R-0007 NSLDS Phase 1 Solicitation and additional attachments for details. Pay special attention to the instructions in order to respond. A sample response in the Evaluation Factors Matrix and sample reference document are included below for illustration purposes only. Both samples are partially populated. Offers should be received no later than 4:00PM Eastern Standard Time on March 6, 2014. The time of receipt is considered to be the time in which both the paper copy and e-mail are received at the initial point of entry to the Department's infrastructure.
