- RFI Solicitation Number: 2014-RFI-16389 NAICS Codes: 339113 and 423450 Title: Request for Information - Production/Sales of Ventilator Circuits and Related Accessory Products Synopsis: This is a request for information (RFI). It is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to: (1) Obtain product listings of ventilator circuits and related accessory items, e.g., consumable supplies such as inlet filters, bacterial filters, heat/moisture exchangers, closed circuit suction catheters, PEEP valves and other related items for use with full-featured critical care and transportable, portable or home care mechanical ventilators. (2) Obtain information on the manufacturing capability and capacity to produce these consumable products. (3) Make use of this information to inform acquisition strategies that may be used to support preparedness and response to public health emergencies requiring the use of mechanical ventilators. This RFI is part of a series of related information requests for mechanical ventilators and accessory products. The focus of this RFI is on the manufacturing and supply of consumable products used with ventilator equipment. Other RFIs focus on ventilator equipment and medical gases. Together, these RFIs seek to inform on the capabilities and capacity to acquire both the equipment and products necessary to outfit and sustain operations during a public health emergency. Background: Within the Federal government, the Department of Health and Human Services (HHS) is tasked with protecting the civilian population by providing leadership in research, development, acquisition, deployment, and use of effective medical countermeasures to treat the adverse health effects resulting from intentional and unintentional exposure to chemical, biological, radiological, and nuclear (CBRN) threat agents, pandemic influenza and emerging infectious diseases. Mechanical ventilators are a critical life-saving medical countermeasure for patients experiencing respiratory failure resulting from exposure to chemical, biological, radiological, and nuclear (CBRN) threat agents, pandemic influenza and emerging infectious diseases. Consumable ventilator accessories such as ventilator circuits, inlet filters, bacterial filters, heat/moisture exchangers, closed circuit suction catheters, PEEP valves and other related products are necessary components for mechanical ventilators to perform their function. Since public health emergencies are capable of producing a large number of patients, ensuring adequate and timely supply of these consumable products is paramount for the healthcare systems to respond effectively and efficiently. Requirement: The Assistant Secretary for Preparedness and Response (ASPR) and the Centers for Disease Control and Prevention (CDC) are seeking information from the manufacturing community on mechanical ventilator products and manufacturing capabilities that serve all members of the U.S. population, including the general adult population, children, elderly individuals, pregnant women, diabetic individuals, individuals with mental and physical disabilities, the immune-compromised, hyper-allergenic individuals and those with pre-existing medical conditions. Submission Instructions: Respondents (manufacturers) are asked to provide only the most pertinent information, data, and materials necessary to adequately convey a declaration of capability in line with this notice. Respondents (manufacturers) are asked to provide a cover page that contains the following information: (1) All Point of Contact information (email addresses, phone numbers, and mailing address) (2) DUNS number (3) All relevant NAICS Codes (4) Identification as a large or small business. If small, indicate the classification. (5) Identification of products on Federal Supply Schedules, if any, and the relevant schedule numbers. Additionally, respondents (Manufacturers) are asked to provide the following information: 1. Product literature and specifications sheets for consumable ventilator products supporting critical care and transportable, portable, or home care mechanical ventilators (attach as an electronic pdf or Microsoft Word documents). 2. Manufacturing capabilities, capacities and market information (Use accompanying Microsoft Excel Spreadsheet): a) Item Number b) Item Name / Description c) Manufacturing location for each consumable ventilator product. d) Average monthly manufacturing production over the past year (units per month). e) The maximum monthly surge capacity that can be achieved and sustained over a 12 week period. f) The maximum sustained monthly production rate over a one year period. g) The ramp up time needed (days) to meet maximum surge production. h) Estimated quantity of consumable ventilator product sold in the United States in the past year. i) Countries where raw materials, components, subassemblies, etc. are sourced from. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid HHS, please segregate and clearly mark proprietary information.
