Description
TITLE: Microcalorimetry System and Accessories OPDIV: FDA, Center for Drug Evaluation and Research This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to perform all facets of the work described below. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. This is not an invitation for bid, request for proposal, or other solicitation, and in no way obligates the Food and Drug Administration (FDA) to award a contract. BACKGROUND The Food and Drug Administration’s Center for Drug Evaluation and Research, Division of Monoclonal Antibodies regulates monoclonal antibodies and antibody-like products in the United States. As part of the mission related research in this field the division requires an instrument capable of isothermal titration calorimetry. The instrument sought in this notice shall measure the use or production of heat during the interaction of two molecules, including antibodies, other proteins, DNA and small molecules in solution. Isothermal titration calorimetry will allow Division of Monoclonal Antibodies researchers to characterize binding of an antibody or antibody-like product to DNA or protein. This characterization includes binding affinity and thermodynamics, further supporting optimization of antibodies and improvement of disease treatments. CONTRACTOR REQUIREMENTS Respondent Contractors shall be able to provide: One (1) Microcalorimetry System and accessories listed below that shall have the following salient characteristics: Item 1: Microcalorimetry System. a. Shall be capable of direct and label-free i) Binding affinity ii) thermodynamics b. Shall detect picomolar binding constants c. Binding parameters in single reaction/experiment i) Affinity ii) Stoichiometry iii) Enthalpy iv) Entrophy d. Intuitive, easily understood/used software e. Sample and reference cell must not react with samples f. System shall be capable of processing samples between 250ul to less than 1ml g. System shall be no larger than 10in x 15 in x 22in (WxHxD) h. System shall have an injection module i. System shall have a wash module Item 2: Accessories, Training and Warranty: The contractor shall be able to provide the following to accompany the proposed microcalorimetry system. 1.) EDTA Test Kit (Please list all included components). 2.) Delivery and Installation; to include qualification tests, username and password set-up. 3.) On-site training. 4. One year warranty; to include all parts and labor. Item 3: Optional Service Contract: 1.) The contractor shall have the capability to provide a service contract that shall include one (1) preventative maintenance visit per year; all repairs, to include parts, labor and travel for up to a period of four years following initial warranty period. Capability statements must demonstrate the minimum requirements outlined above. Please address each in the order listed above, along with product sheet fully describing the proposed equipment. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email or regular mail to the point of contact listed below. Responses shall be limited to 25 pages. Responses must be received not later than 12:00 PM Noon EST, March 10th, 2014..
