Description
See attached Combined Synopsis/Solicitation Vessel 1 a. The Contractor shall inspect MHE for safe operation and prepare a condition report for each unit that identifies required repairs. The condition reports shall be provided to the MHE Program Manager at MSC Norfolk (N48). b. The Contractor shall conduct all necessary training and instruction for up to(4) crew members in the requirements to test and safety-certify all Material Handling Equipment (MHE) for ordnance handling in accordance with NAVSEA Instruction SW023-AH-WHM-010 current revision and for conducting fork inspections in accordance with NAVSUP PUB 538. c. The Contractor shall instruct up to (4) crew members in the proper method of completing safety certification forms in accordance with SW023-AH-WHM-010 and "Fork Inspection," forms in accordance with NAVSUP Pub 538, current revision. d. The Contractor shall conduct all necessary training and instruction for up to (4) crew members in the proper methods of conducting various repair procedures necessary to satisfy the successful completion of the above-mentioned certifications. e. The Contractor shall provide instruction and guidance during the repair process to the crew members while they are performing repairs to MHE.. f. The Contractor shall provide condition reports for MHE repairs that cannot be completed by ship's force. The contractor shall identify additional required work (beyond the scope of the vessel crew) to the MHE Program Management office (MHE-PM). g. The Contractor shall sign an MHE Safety Certification Form for each forklift in accordance with figure 6-1 of NAVSEA Instruction SW023-AH-WHM-010. The crew member performing the certification shall also sign each document. The Contractor shall provide the original signed forms to the Master or his designated representative and provide a copy to the MHE Program Management Office at MSC Norfolk (N48). h. - Upon completion of all work, the contractor shall out-brief the ship's Master and Chief Engineer on the completed project prior to departing the vessel. Vessel 2 a. The Contractor shall visually inspect all MHE for safe operation and prepare a condition report for each unit that identifies required repairs. The condition reports shall be provided to the MHE Program Manager at MSC Norfolk (N48). b. The Contractor shall inspect and recalibrate the ten (10) SES3C-18-1050BNL20 MHE Battery Chargers aboard the ALAN SHEPARD. 1. At the ship's direction, the Contractor shall reset each charger to specifically charge either the 800 AH 18-E80S-21EE battery used with the Hyster 4/6K lift trucks or the 1040 AH 180E80S-27EE battery used with the Hyster 9.5K lift trucks. 2. The contractor shall measure the cable voltage drops, output currents, and equalize modes and deactivate the auto equalize/freshening-charge mode. 3. The contractor shall inspect the cables and connectors of up to 20 chargers. This will assure that each charger is working at its maximum efficiency which should cut recharge time and extend battery life. c. The Contractor shall instruct up to 4 crew members in the proper method of completing safety certification forms in accordance with SW023-AH-WHM-010 and "Fork Inspection," forms in accordance with NAVSUP Pub 538, current revision. d. The Contractor shall provide instruction and guidance during the repair process to the crew members while they are performing repairs to MHE. e. The Contractor shall prepare condition reports for MHE repairs that cannot be completed by ship's force. 1. The contractor shall identify additional required work (beyond the scope of the vessel crew) to the MHE Program Management office (MHE-PM). f. Upon completion of all work, the contractor shall out-brief the ship's Master and Chief Engineer on the completed project prior to departing the vessel.
