Description
Capability Statement THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, AND THE PHILADELPHIA DISTRICT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to gain knowledge of potential qualified business concerns, both US and Foreign, capable of performing Commercial and Institutional Building Construction in Afghanistan. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities on or about June 13, 2014. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. In accordance with DFARS Part 236, the cost of this project is between $25,000,000.00 and $100,000,000.00 with an expected duration of 730 days period of performance after Notice to Proceed. THE FOLLOWING BONDING WILL BE REQUIRED UNDER THIS PROJECT: BID, PERFORMANCE and PAYMENT BONDS. The United States Army Corps of Engineers has a requirement for Construction of the Afghan National Defense University (ANDU), Phase II at Qargha, Afghanistan. This project consists of providing facilities for continuing officer and senior noncommissioned officer professional education courses for the Afghan National Army (ANA). This project is Phase II of the overall effort to provide for the completion of the Afghan National Defense University (ANDU) site at Qargha, Afghanistan. Work includes: Contruction of facilities for the Afghan National Defense University, Joint Services Academy, Legal Branch School, Religious and Cultural Affairs School, and Water Well System. The required construction for ANDU Phase II is defined as providing the material, labor, equipment, and construction oversight to construct Life Support Area (LSA), buildings, roads, utilities tie-in for approximately 4,000 personnel to include: barracks with shower/latrine/ablution and storage facilities, classroom buildings, a campus multi-purpose building with HQ offices, electrical distribution system and tie-in to existing power plant, sanitary sewer collection system tie-in to existing lines, tie-in to existing water lines and distribution system; and tie into and expand the road network inside the compound. This project is a continuation of a recent contract that was Terminated for Default. This contract is needed to complete the contract that was terminated, which means some of the work has already been performed by another contractor. This will be 100% design, low bid procurement. Response Requirements: Complete and return the attached file titled "Capabilities Statement". Capabilities Statement must be received prior to the time and date listed on the document. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. Please be sure to submit your company's bonding capabilities. Also, please submit your ability to attend a pre-bid site visit. This solicitation may contain a mandatory, pre-bid site visit. Please advise of your ability to attend and whether a mandatory site visit would create any hardship for your company. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP). It does not restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
