Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. BPA FOR THE U.S. ARMY CORPS OF ENGINEERS - KANSAS CITY DISTRICT WATER QUALITY PROGRAM Combined Synopsis/Solicitation to establish Blanket Purchase Agreement in Support of the Army Corps of Engineers The U.S. Army Corps of Engineers (USACE), Kansas City District, Water Quality Program (CENWK-PM-PR-W) requires a certified laboratory to process a variety of samples - ambient water quality samples, elutriate analysis, and sediment - collected throughout the year from reservoirs, streams and large river systems. The associated North American Industry Classification System (NAICS) code is 541380 for quote mark Laboratory Testing quote mark. The size standard is $14 million in average annual receipts. Elutriate analyses should follow the procedures established in Evaluation of Dredged Material Proposed for Discharge in Waters of the U.S. - Test Manual: Inland Testing Manual. EPA-823-B-98-004, February 1998. The samples will be shipped in our coolers overnight via FedEx to the contract lab. For this component, USACE will provide bottles, labels, coolers, ice and shipping samples to your lab. Your total bid cost should include all your analytical costs, reports and return shipment of coolers and ice packs. Lab Expectations: - Provide list of quantities of samples required for individual analytical tests; - Process samples within standard holding times per Standard Methods; - Alert USACE immediately of improperly preserved samples, broken bottles, other errors; - All tests will be performed according to standard methods and/or EPA approved methods (please provide list of methods with bid); - Return ship coolers to Corps Water Quality Lab or lake project offices within 5days of delivery; - Perform internal QAQC on analytical instruments and provide to USACE; - Enter data into standardized database (Excel format requested and template can be provided); - Submit data to USACE WQ Program Manager within 3 weeks of analytical tests; - EPA and/or state certified laboratory. The total ordering capacity under each BPA shall not exceed $1.0 million and no call issued under any of the BPAs shall exceed $30,000. Each BPA shall be valid for a period of five years, or when the total dollar amount of all calls issued under the BPA reaches $1.0 million whichever comes first. The contractor shall provide a price list to include the following materials as well as any other materials they regularly sell. All proposed price lists shall include the description, and price for each product listed. Prices are to be listed using units commonly applied to such commercial products as water testing. Prices submitted shall remain good through 31 December 2014. After that date, prices will be updated annually and remain good for a period of one year. All interested parties shall submit a price list to Mr. John Akin at john.h.akin@usace.army.mil by 2:00pm CDT, 13 March 2014. No facsimile submittals will be accepted. Contractors may submit prices in any logical format; however, the document submitted must be compatible with Microsoft Word.
