Description
SCOPE OF WORK LOAD TESTING OF STATION SERVICE AND PPCS BATTERIES 1. General Description of Project. Contractor shall provide all materials, labor, and equipment to test the Station Service string of batteries and the PPCS (Power Plant Control System) string of batteries at the Gavins Point Power plant located 5 miles west of Yankton, SD. Location of Power plant is actually Cedar County, Nebraska. 2. Scope of Work. Conduct battery capacity quote mark load quote mark test in accordance with IEEE Standard 450-2010. Testing will be performed on the Station Service Batteries type LCR-21 manufactured by C&D. There are 60 each LCR-21 batteries with a capacity of 189.5 amps to 1.75VPC for 8 hours. Prior to testing, the contractor shall record the specific gravity of every cell, the temperature of the electrolyte on every 6th cell and the battery terminal voltage. A capacity test shall be made at the battery manufacturer's three hour discharge rate. During the capacity test, the contractor shall record Voltage vs. Time for the battery and each cell. Readings shall be taken every 5 minutes for the first 15 minutes and every 15 minutes thereafter. If any of the cells would reach 1.75 volts before the completed test time, the capacity test will be terminated. Readings shall be recorded and provided to the Government in electronic format. Test Report shall include all pretest and test data. The battery capacity shall be expressed in percentage of nameplate according to IEEE recommendation. Each cell shall be analyzed and categorized as quote mark Good quote mark, quote mark Weak quote mark, or quote mark Bad quote mark. The report shall provide an assessment of the battery and provide operational, repair, or replacement suggestions. The PPCS (power plant control system) Batteries, type 4XTJ-9 manufactured by C&D (129 amps to 1.75VPC for 8 hours) shall be capacity tested similar to the station service batteries. Quantity is 15. The contractor shall provide temporary battery source with a 200 amp hour rating. Connection point for temporary batteries is provided by Gavins Point via bolted terminal lugs located on the station battery DC panel board 1DCB in the power plant control room. The battery room is approximately 55 feet from the panel 1DCB connection lugs. Location of PPCS batteries is approximately 20 feet from the station batteries in the same battery room. Temporary connection would be made at the battery positive and negative load side conductors in battery room. 3. Contract Specifications: Omissions from these specifications or the misdescription of details of work which are manifestly necessary to carry out the intent of the specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work but they shall be performed as if fully and correctly set forth and described in the drawings and specifications. 4. Commencement, Prosecution, and Completion of Work: The Contractor will be required to commence work under this contract on the date of receipt by him of Notice to Proceed, to prosecute said work diligently and to complete the entire work by 31 July 2014. The time stated for completion shall include final cleanup of the premises. The contractor will comply with government work hours, 6:00am - 4:30pm, Monday through Thursday, while working on the government site. 5. Contractor Manpower Reporting: The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for the performance of services provided under this contract for the U.S. Army Corps of Engineers via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil/. 6. Protection of Existing Facilities: Contractor shall be responsible for protection of the building from any damage that may occur to the building during the testing. Any damage done to the building or equipment due to the testing shall be repaired at the cost of the contractor. 7. Safety Requirements: The Contractor shall follow the requirements of the lock-out-tag-out program as established by the US Army Corps of Engineers Hazardous Energy Control (HEC) program. All contractor employees will be required to attend a brief training put on by Corps personnel in regards to HEC. The Contractor shall ensure that safe working practices are in accordance to the requirements of the US Army Corps of Engineers, quote mark Safety and Health Requirements Manual quote mark, EM 385 1 1, 15 Sept 2008. A copy of the above manual is available at the Gavins Point Project Office. a. Prior to work being started, the contractor shall submit for approval, an Activity Hazard Analysis of all work that is to be performed. b. Ground Fault Circuit Interrupters: In accordance to the requirements of paragraph 11.D.05 of EM 385 1 1, ground fault circuit interrupters are required for all extension cord systems. c. First Aid and Medical: First aid facilities shall be made available on the job site. Arrangements for emergency medical attention shall be made prior to start of work. All emergency numbers (doctor, hospital, ambulance, fire department) shall be posted, or made available at the work site. 8. Housekeeping: Daily clean up of all debris and waste materials are required. Debris shall be removed on a regular basis. 9. Place of Performance. Battery Testing will be accomplished at the Gavins Point Power Plant.
