- 14RJT81_syn 14RJT81_syn_att This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. Naval Surface Warfare Center Crane Division has a requirement for the design, engineering, fabrication, and test of special intelligence, surveillance, and reconnaissance (ISR) components and systems that have met Technology Readiness Level (TRL) 6 maturity. The scope of this effort shall include provision of engineering development models (EDM), pre-production units (PPU), and low rate initial production (LRIP). System EDMs, PPUs, and LRIPs shall be designed, engineered, fabricated, and tested to satisfy the individual requirements. This requirement supports multiple customers across various technology areas. Please reference the enclosed DRAFT Statement of Work (SOW). Contractors are requested to review the DRAFT Statement of Work and provide any comments/questions prior to estimated issue date. The Government plans to award multiple competitive Basic Ordering Agreements (BOAs). The solicitation will require the offeror to demonstrate technical capability and prior experience performing work that is similar nature, scope, complexity, and difficulty. Actual requirements will be competed at the job order level amongst the BOA awardees in accordance with FAR 16.505. The total dollar value of all orders to be placed for the scope of work will not exceed $49M over a five year period. Draft copies of the SOW and TDP have been posted to FBO along with this synopsis for comments/questions prior to the solicitation issuance. The final SOW and TDP will be posted and accessible at the same time the solicitation is posted. The solicitation is expected to be issued on or about 28 April 2014 and is expected to close on or about 30 June 2014. The procurement will be negotiated on a competitive basis IAW FAR Part 15. It is anticipated that multiple 5-year BOAs with CLINs for multiple contract types (Firm-Fixed-Price, Firm-Fixed-Price, Level-Of-Effort, Cost-Plus-Fixed-Fee) will be awarded. Awards will be made to the most highly rated offerors, considering Technical, Past Performance, and Price evaluation factors as described in the solicitation. Offerors that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. It is the responsibility of interested vendors to monitor the FBO website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Solicitations may be downloaded from the website listed above. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation.
