- SOURCES SOUGHT ONLY: This is a Sources Sought request for information to be used for market research purposes, only. The Government is conducting market research to assist in determining the appropriate acquisition strategy and potential set-asides. The Government is seeking responses from all businesses capable of performing the required research and development. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. THIS IS NOT A REQUEST FOR QUOTE or PROPOSAL. Responses to this announcement cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. This notice will close 3 March 2014 at 1400 PM EST. The Mission and Installation Contracting Command at the United States Military Academy at West Point, New York, has an anticipated requirement to integrate a security and identity management enterprise software suite that meets the following requirements: -User Bandwidth Management Quotas: bandwidth control service to limit each user(s) Internet usage; quotas, notifications and comprehensive usage reporting; filtering to enforce usage restrictions on network connections -Bandwidth Shaping: Specify download and upload capacity for network users and devices; limit network users and devices on speed, as well as setting priorities for users and devices. -Enterprise Resource Quota Management: ability to create quotas to limit the space allowed for a volume or folder -Remote Authentication Dial In User Service (RADIUS) Interoperability -Network Access Controls: integration with any wired or wireless network; real-time detection and control for managed and unmanaged assets on the network; detection and restriction of non-compliant devices based on device type, vulnerability assessment, potentially malicious behavior, and/or infection -Security Zones: ability to enable and administer security zones and options -Intrusion Prevention System: firewall, application control and URL filtering; ability to scan and secure SSL encrypted traffic passing through the gateway Respondents shall provide a full description of their capability to meet the anticipated requirement. Feedback on this requirement is encouraged. The anticipated NAICS is 511210 with a Small Business Size Standard of $35.5 million At a minimum, the package shall address the following: 1. Title of the requirement, Company Name, Address, and POC. 2. Company profile to include DUNS number/CAGE Code, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SDB, 8a, HUBZone, SDVOB, etc. 3. A comprehensive description of the proposed solution that meets the requirement described in this notice. 4. Can options for future year requirements be used, if so how many years? 5. State the lead time (days) necessary for your firm to deliver after award is made. Responses shall be submitted by email to mark.draluck@us.army.mil.
