- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number is RFQ-RT-14-00023 and the solicitation is being issued as a Full and Open Request for Quotation (RFQ) using FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-72. The Environmental Protection agency (EPA) anticipates that a purchase order will be awarded as a firm-fixed price purchase order using far FAR Part 13 Simplified Acquisition Procedures. The associated North Industry Classification System (NAICS) is 334516 and the size Standard is 500 employees. This procurement is for purchasing nine (9) biochemical metabolomics kits to support biomarkers research. The biochemical metabolomics kit requirements are as follows: ?Kits must enable quantitation of at least 180 endogenous metabolites from multiple compound classes including biogenic amines, amino acids, hexoses, phospholipids, sphingolipids, and acylcarnitines. ?The kit assay must be validated for use with blood plasma and compatible for use with blood serum and tissues. ?Kits must include quality control samples and a three point calibration curve. ?Kits must use a 96-well plate format, and sample analysis and sample preparation must occur on the same plate to minimize transfer-related losses and introduction of contamination. ?Kits must provide stable isotope-labeled or chemically homologous internal standards to enable accurate quantitation, and also must include analytical standards, blank matrix for zero samples to enable determination of the limit of detection for each plate, and sufficient fresh running buffer for two full analyses of each plate. ?Kits must include acquisition method parameters and software to validate and process data acquired with AB Sciex Analyst software. ?Metabolite quantitation and qualitative identification must be achieved with Multiple Reaction Monitoring for high specificity and sensitivity. ?Kits must be validated for use with the AB Sciex 4000 QTrap Linear Ion Trap Mass Spectrometer. ?Kits must allow processed data to be exported in a Microsoft Office Excel-compatible format. ?Kits must be compatible for use with both liquid chromatography/tandem mass spectrometry (LC/MS/MS) and flow injection analysis. In accordance with FAR 52.204-7(b)(1)System for Award Management, all prospective awardees shall be registered in the SAM database prior to award, during performance, and through final payment of any contract or purchasing agreement resulting from this solicitation. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications ?Commercial Items. The following FAR clauses apply to this acquisition: 52-212-2, Evaluation ? Commercial Items; 52.212 4, Contract Terms and Conditions-Commercial Items.
