Description
Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to determine potential bondable and experienced businesses such as: Small Businesses, Service-Disabled Veteran-Owned Businesses (SDVOSB), Veteran-Owned Businesses (VOSB), 8(a) contractors, HUBZone Small Businesses, Women-Owned Small businesses (WOSB), and Small Disadvantaged Businesses (SDB) with regard to the Ground Floor, Phase 1B/2A to renovate approximately 13,000 square feet for the Sterile Processing and Distribution Department and approximately 30,500 square feet for the Logistical Processing, Distribution and Warehouse at the VA Manhattan Medical Center, NY. The work will consist of: "New Sterile Processing Service (SPS) of approximately 10,000 square feet providing a complete service to decontaminate, process, pack, sterilize, store and prepare case carts for the Surgical Department and sterile instrument packs for services which use them. Design for SPS will conform to current VA Guidelines and ISO Standard 9001. "There is an additional 3,000 square feet of Sterile Processing Storage and Distribution associated with this project. The design of this area also complies with VA Guidelines and ISO Standard 9001. "New Logistics Service (LS) of 7,000 SF providing packaged medical supplies to the SPS and other hospital departments. Design for Logistics will conform to current VA Guidelines and Standards. "Reconfigure Supply and distribution functions in the "Warehouse". The functions include; Purchasing, receiving and warehouse including processing, breakdown, sorting, short term storage and warehouse. Reconfigure Environmental Management Service. The functional areas including: Housekeeping Supply Storage, Housekeeping Equipment Storage, Clean linen Receiving, Distribution and Storage, EMS management functions. "Food Service Area. The existing Food Service refrigeration/freezers shall be relocated to the 3rd Floor. The existing freight elevator will be refurbished based upon VA Specifications. Eliminated Refrigeration in the functional areas will be reassigned for including food receiving, temporary storage, dry storage, food trash removal, or receiving offices. "Reconfigure Information Technology high value equipment storage and Pharmacy Drug Cache including storage and narcotics/high value storage. The estimated cost for this project is between $10,000,000 and $20,000,000. The firm should have an approved North American Industry Classification System (NAICS) of 236220 with the size standard of $33.5 Million average annual gross revenue to be considered a small business. At this time, no solicitation exists, therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety) for a single project and aggregate; and (4) Construction experience of similar projects in size, scope, complexity, and dollar amount. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the solicitation separately from their response to this sources sought. Please submit capability packages via email to: Angeleque.Batkins@va.gov no later than 4:00 pm EDT on March 3, 2014 and in the subject line state "Ground Floor Phase 1B/2A and [Company Name]". CFM anticipates the solicitation will be issued during the 3rd quarter of Fiscal Year 2014, and will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
