USCG ANT LONG ISLAND SOUND HSCGG1-14-HS-PENFIELD REPAIR PENFIELD REEF LIGHT, FAIRFIELD, CT (FAIRFIELD COUNTY) SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 236220 with a small business size standard $33.5 Million. The estimated value of the procurement is between $500,000 and $1,500,000. Bid, payment and performance bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, capability and bonding capacity to make Interior & Exterior Repairs to Penfield Reef Light, off-shore at Fairfield, CT. Work includes, but is not limited to: Interior demolition and debris removal, including broken asbestos tiles lead paint chips, water damaged plaster; Building repairs including repointing masonry, new windows, new stainless steel doors, railings and ladder, new asphalt shingles at mansard roof, rebuilidng built-in gutter, repair perimeter edge of flat seam roof; and Exterior work at the tower and lantern to include, but not be limited to, clapboard, flashing, housewrap, new glazing, cast iron repairs, vestibule repairs including leveling granite slab, rebuilding brick piers in basement. This project will include two optional bid items for: Removal of adhered vinyl asbestos tile; and, Repointing brickwork exposed on chimney on interior of second floor. The performance period is estimated to be 180 days from issuance of Notice to Proceed. An off-shore mobilization plan will be required. This is a Hurricane Sandy Repair project and local area set-aside preference may be considered. Local area preference will include interest from businesses residing in or primarily doing business in NY, and CT as follows: NY - Suffolk County; CT - Fairfield, Litchfield, Middlesex, New Haven, and New London Counties. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as prime contractor; (b) a statement identifying your certified small business designation (if any); (c) evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals; and, (d) evidence of specialized experience similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers -- i.e., offshore mobilization planning, skill in custom architectural copper roofing and sheet metal work, masonry repair and repointing skills for historic buildings. Your response is required no later than 6 MARCH 2014. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
