- STORES Performance Work Statement This is a Defense Logistics Agency (DLA) Contracting Services Office (DLA CSO) Sources Sought only. Contractors are requested to read and respond to the below and the attached requirements. All responses should be submitted in writing to DCSO-Philadelphia point of contact Donald Hinkson ( donald.hinkson@dla.mil ) no later than 12:00 noon local time, on 03 March 2014. The purpose of this source sought notice is to gain knowledge of potential sources who can provide Subsistence Total Order and Receipt Electronic System (STORES) Web and MIS Maintenance Support that meets the technical specifications if a solicitation were to be issued. This sources sought is for informational and planning purposes only and does not constitute a solicitation for bid or proposals. It is not to be interpreted as a commitment by the Government. This sources sought notice contains the most current information available and will be the only information provided by the DLA. Any responses received may be used as market research to determine an acquisition strategy. The Defense Logistics Agency (DLA) is the DoD Executive Agent (EA) for Class I (Subsistence). DLA executes its EA responsibilities through DLA Troop Support Philadelphia using the Subsistence Total Order and Receipt Electronic System (STORES). STORES is the catalog, order and receipt interface for food and related food items furnished by commercial Subsistence Prime Vendors and Market Ready Vendors. STORES is used to provide food to about 550 worldwide locations primarily at military bases. STORES customers include the military services and supported non-military entities such as the Job Corps, hospitals, and prisons which use STORES to take advantage of the economies of scale offered by the system. STORES is a WEB-based system that enables the Military Services to send requirements to multiple vendors via electronic data interchange (EDI). With the touch of a button, the cook in the dining hall can have an entire grocery list filled, with orders automatically going to different vendors for milk, bread, and all other grocery items. STORES uses EDI transactions for price and item information, orders, receipts and trading partner profiles among DSCP, customers, and vendors. All STORES price, item, and receipt information passes to the customer's food management system to adjust inventory records. The STORES Management Information System (MIS) serves as the engine behind the WEB front end. The MIS is the repository of all catalog, order, and receipt information worldwide. Copies of orders and receipts transmitted from each of the customers flow to the MIS, establishing financial records and producing reports. The MIS is also the source of data for the RECON tool. The services required under this program are of a information technology nature and will be solicited in accordance with FAR 8.404 which is the conduit used by DLA to solicit the type of service required to support the agency. The performance measurements under this task order shall be based on timeliness and quality of the work and deliverables provided by the vendor. With its Capability Statement and suggested products, an interested firm shall indicate that their Representations and Certifications in the System for Award Management ( www.SAM.gov ) are current and state their size status: Other than Small Business; Small Business; Small Disadvantage Business; Woman Owned Small Business; Service Disabled Veteran Owned Small Business; or, HUBZone certified Small Business. The Capability Statement itself shall not exceed ten (10) pages in length. Responders to this sources sought synopsis should include with the Capability Statement, the following information: company name, address, point of contact, email address for that contact, DUNS Number, CAGE Code, phone number, and fax number. In addition, DLA intends to develop a list of small businesses interested and capabable of providing the required support necessary to sustain STORES Web and MIS.
