- This announcement is modified to extend the date for receipt of offeror to 7 March 2014 at 1600hrs CET, Germany local time. COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (i) Solicitation W912CM-14-T-7004 is issued as a request for quotation (RFQ) (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71. (iii)Since requirements are for use outside the continental U.S. and its outlying units, the set asides and the Small Business standards do not apply to this solicitation. (iv) See Exhibit 0001for list of contract line items (CLINs), specifications, quantities, and units of measure. (v) Description of requirements: This acquisition is for non-personal services for USAG Wiesbaden, Germany Chaplain's Office requirements for a Protestant Musician. (vi) Performance is for one year from award date at US Army Garrison, Wiesbaden, Germany. (vii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (viii) Award will be made to the most qualified offeror in terms of having direct and most experience in performing the required services. However, the offeror must meet all the required qualifications to be considered qualified for award. A lesser qualified offeror may be considered if the most qualified is not affordable. (ix) The vendor must include a signed/completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (Attachment B), with its offer. If vendor has an on-line certification in SAM (known as ORCA) which has been updated for the last 12 months, the vendor needs only to state this fact on the offer cover sheet (Attachment A). If ORCA has not been updated, Offeror must submit completed Attachment B. (x) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Attachment C states the addenda to this clause. (xi) The clause at 52.212-5 and at DFARS 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. Attachment C shows this in full text with the applicable clauses therein checked which are applicable to this solicitation. (xii) The vendor shall state the commercial warranty for all or for specific items when applicable. (xiii) The Defense Priorities and Allocations System (DPAS) does not apply to this solicitation. (xiv) The offer shall be submitted via email on 10 January 2014 at 1400 hours, CET, Wiesbaden, Germany local time.
