Description
SOURCES SOUGHT: SOL VA261-14-R-0326: The Sierra Pacific Network Contracting Office (NCO21) is issuing a Sources Sought Announcement to determine if there are any capable Small Businesses that can provide all tools, equipment, labor, supervision, maintenance, transportation, project management, and materials for semi-annual preventive maintenance (1 comprehensive and 1 electrical safety) and repair for the seventeen B Braun 510500L dialysis units. These devices require semi-annual preventive maintenance (1 comprehensive and 1 electrical safety) and repair. Preventive Maintenance & Repair: Preventive maintenance inspections will be coordinated with Dialysis Service and Biomedical Engineering. Maintenance will comply with all applicable regulations and manufacturers specifications, and it will include, but is not limited to the following: "Reviewing operating system diagnostics to ensure that the equipment is operating within its specifications. "Replacing any worn or defective expendable parts. "Installing and maintaining all software updates/upgrades. All repairs shall be performed during normal VA business hours, 8:00 am to 4:30 PM, Monday through Friday, except Federal Holidays. Contractor shall respond by telephone within one hour from the time a VA telephone service call is placed. A technical maintenance representative shall arrive on-site for repair within one business day after a VA service call. Parts The Contractor shall furnish and replace all necessary expendable parts as required to return equipment to full manufacturers published specifications. All parts supplied shall be Original Equipment Manufacturer (OEM) parts and compatible with existing equipment. The contractor shall use new parts only. Re-built or backward-engineered parts are not permitted. Service calls Contractor personnel shall schedule with the Biomedical Engineering and Dialysis prior to performance of services to ensure that VA sensitive information is protected. Payment for services will be held if the Contractor does not follow proper reporting procedures. Documentation The Contractor shall provide individual service reports that reference services performed on the equipment at the conclusion of each scheduled maintenance visit. The intent is to proceed with a small business set-aside. Please advise what category your firm falls under (Woman-Owned, Service-Disabled Veteran-Owned, Minority-Owned, etc.) as this requirement may be set aside under one of those categories should a sufficient number of firms respond. The Contractor will provide as required the necessary licenses/certificates, competencies, privilege and credentialing in accordance with applicable State(s) and Federal regulation for each employee that will perform services under this contract. All work related to this contract will be performed by the Contractor in accordance with any applicable U.S. Department of Transportation, or OSHA regulations, as well as applicable State health and safety regulations, health care accreditation standards (Joint Commission or equivalent accreditation organization), and other standard industry practices. A more complete statement of work can be obtained by contacting the Contracting Officer listed below. This action will not be broken into categories, all requirements must be provided. All responsible small business sources may submit a bid which shall be considered by the agency. The simplified acquisition procedures of FAR Part 13 will be used as applicable in conjunction with commercial items procedures of FAR Part 12. The NAICS is 811310, size standard is $7.0 million. Product Service Code is J065. The actual solicitation containing requirements should be posted on or about March 7, 2014. The solicitation document and incorporated provisions and clauses will be those in effect through FAC 2005-70 or any subsequent FAC that is in effect at the time of the RFP issuance. If multiple small business firms submit offers, award will be made to the offeror whose offer conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered. The Government intends to evaluate offers and award without discussion. However, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. Offeror shall submit all information with offer as required in 52.212-1; a completed copy of provisions 52.212-3 Offeror Representations and Certifications-Commercial Items.
