Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA(SSSA)-CSS-14-092 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is NOT expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70, dated September 30, 2013. This is a Total Small Business set-aside. The applicable NAICS code is 325120, Industrial Gas Manufacturing, and the associated small business size standard is 1,000 employees. The National Institute on Neurological Disorder and Stroke (NINDS) at the NIH requires contractor supply and delivery of Liquid Nitrogen, Carbon Dioxide and Liquid Oxygen. Delivery will take place at a government-owned facility on the NIH Campus in Bethesda, Maryland. The government customer needs the contractor to deliver the following estimated quantity of gas: Liquid Oxygen: 1200 CCF / month Liquid Nitrogen: 12,000 CCF / month Carbon Dioxide: 6,000 lbs / month The Contractor shall deliver subject gas directly into government-owned storage container tanks, which will require filling container tanks approximately two (2) times per month. Delivery of these gases is extremely time-sensitive and essential to the government's requirement for the safe and effective operation of research conducted at the customer's government installation. The Porter Neuroscience Research Center, located on the NIH Campus, is a federally-owned and operated research facility that uses these chemicals to safely monitor and implement their research agenda. Research studies conducted at this Center utilize liquid nitrogen and the other gases for long-term storage of sensitive experimental and clinical cells and tissue samples. The availability of this supply is critical to the center's needs. Amount of deliveries to the government-owned storage containers will be dependent on the government's monitoring of usage levels. Contractor shall advise the COR if repair or service on government owned storage tanks are needed for safe delivery and storage of product. Emergency service delivery is not required for this product and delivery; however contractor shall be capable of responding to needs or requests on a timely basis in accordance with applicable safety standards and delivery requirements, if emergency service is required for storage freezers or equipment and/or bulk storage tanks. Delivery and acceptance of product will normally be made Monday through Friday, from 7:00 AM to 4:00 PM. However, under unusual circumstances, the Contractor agrees to deliver product 24 hours a day, 7 days a week, including holidays. The Period of Performance will be March 1, 2014 to February 28, 2015. The Place of Performance shall include delivery to the Porter Neuroscience Research Center; 9000 Rockville Pike, Building 35; Cryogenic Tank Farm; Bethesda, MD 20892. Interested contractors that submit a quotation in response to this RFQ must indicate the estimated time of arrival of subject gas and required quantity to the place of performance in Bethesda, MD after receipt of notification that gas is required. Offerors will be evaluated on their ability to meet the essential government requirements listed in this solicitation. Offerors will be evaluated on past performance for work on government contracts for similar requirements in the past three (3) years. Quotations submitted by Offerors will also be evaluated on best value in relation to pricing to the Government. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Evaluation factors that will be used to evaluate the offer most advantageous to the Government, price and other factors considered, include ability to meet the technical requirements stated in this pre-solicitation and on basis of best value to the government. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. The Clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit or rate price, list price, shipping and handling costs, delivery days after contract award or notice of requirement, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), any product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received no later than February 27, 2014, at 10:00 a.m., Eastern time.
