Description
Domestic Charter Services shall take place within the Continental United States and other locations (Alaska, Puerto Rico, and Canada), as specified in the individual solicitations posted on the Groups Operational Passenger System (GOPAX). This document contains the terms and conditions that will govern future contracts for the transportation of DoD passengers, cargo, or a combination of the two. Individual requirements will request domestic charter airlift from DoD approved air carriers, large and small, in an expedient electronic means. Multiple contract awards are anticipated as a result of this solicitation. The period of performance will be 1 August 14 through 30 September 14, with up to four 1-year option periods. The successful offeror must satisfy all DOD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DOD additional standards for contract cargo and passenger requirements under Part 121 or Part 135. Part 121 offerors must be certified under Part 121 of the Federal Aviation Regulation (14 CFR 121) and willing to commit to the Civil Reserve Air Fleet (CRAF). NAICS codes 481211 and 481212 apply. Awards will be based upon offeror's aircraft commitment to CRAF and past performance. The draft solicitation will be available only at the FedBizOps website https://www.fbo.gov between March 7-14 2014. The government intends to hold a pre-solicitation conference at Scott AFB, IL. Date and time of the pre-solicitation conference will be issued with the draft solicitation. All responsible sources may submit an offer, which shall be considered by the agency.
