Description
THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) are seeking sources capable of performing the requirements necessary to perform installation of NOAA's Science on a Sphere (SOS) exhibit. This effort requires expert labor to perform SOS exhibit pre-installation planning and design services, on-site collaboration with customers receiving the SOS exhibit, installation services, customer training and exhibit disassembly, as required. The Government is especially interested in responses from SBA certified small business concerns that are capable of performing the work described within this notice. Science On a Sphere® (SOS) is a room-sized global display system that uses computers and video projectors to display planetary data onto a 68" diameter sphere, analogous to a giant animated globe. Researchers at NOAA developed SOS as an educational tool to help illustrate Earth System science to people of all ages by displaying animated images of atmospheric storms, climate change, and ocean temperature on the sphere. By using SOS in this way, complex environmental processes can be explained using a format that is simultaneously intuitive and captivating. Science On a Sphere® currently is being installed in science centers, museums, universities and research institutions in the United States and other countries. Installations are numbering approximately 15 to 20 a year and rely on contractor expertise to ensure successful installations. The NAICS code for this requirement is 712110 Museums and the small-business size standard is $7.0 Million. The Government anticipates awarding a fixed-price service contract for this requirement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements related to other NOAA requirements, current or otherwise. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit information to include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 3) A brief description of your firm's recent past experience (within past 3 years), such as recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); 4) Identify from the list of major work components above those that your firm would likely subcontract out. Any subsequent contract will contain the mandatory FAR clause 52.219-14, Limitations on Subcontracting, which limits subcontracting costs to 50% of the price of the contract.
