Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912NR-14-R-0004. The solicitation is issued as a request for quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-64, DFARS Change Notice 20130228. This solicitation is a Small Business Set Aside and the NAICS code assigned to this acquisition is 517410 and small business size standard is 30 mill dollars. 1. Project Scope: The purpose of this project is to have satellite service for six 1.2 meter Hawkeye II satellite terminals with idirect iconnex modems. Interested vendors shall quote per terminal in CLINS 1- 3. CLIN 1 shall be the monthly price for a twelve month period, with option built in for 4 (four) yearly extensionscar. The requirements for each terminal are as follows: Bandwidth: 5.0 M x 1.5 M Each Government provided Hawkeye II terminal shall have CIR: 128K x 128K Service billed quote mark per day quote mark and not by data usage 5 usage days included per month with 1 additional day per month for testing Include quote mark price per day quote mark for any days outside of 6 provided in plan 24 hour phone support for terminals Service provider should be able to host our Encore VPN device Ability to monitor bandwidth usage per terminal through a web interface Ability to increase bandwidth on any terminal within 24 hours CLIN 2 shall be an activation fee (if required) CLIN 3 shall be for: 14 VOIP phone service with local 225 area code and nationwide calling plan 2. Period of performance: Period of performance shall be 18 Mar 2014 - 17 Mar 2015 and will require satellite service throughout the state of Louisiana. The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. Provide past performance if performed these services currently or in the past. Price and technical are equal but greater than past performance. Examples: TCP Acceleration? Caching? TCP ACCELERATION 8) Besides VoIP and VPM, What type of traffic will the link be used for? WEB BROWSING Web browsing, Citrix, Video conferencing? VoIP and Web Browsing 9) Is there an SLA for packet loss, jitter, or weather? WE DO NOT HAVE ANY DOWN TIME 1.Is CLIN7 to be priced as 14 VoIP lines as a pool to be shared by the 6 terminals, or is the intent to provide 14 VoIP lines for each of the six terminals? 10 VOIP LINES PER TERMINAL 2.Is it acceptable to provide SubCLINs for option year pricing for each of the 7 CLINs, or would Louisiana NG prefer a different structure? Please advise. QUOTES SHOULD BE 3 CLINS AND 3 CLINS PER OPTION YEAR. see announcement. 3.Will the Government accept service that is quote mark always on quote mark for all the days of a month and includes a set data capacity, with a quote for overages by the Gigabyte? YES 5.Please describe the concept of operations for the Encore VPN. a.Will the Encore VPN device to be hosted by the service provider be connected to a secure terrestrial network, or will it allow only secure inter-terminal access for the 6 terminals included in this contract? THE SERVICES WILL BE USED BETWEEN THE 6 TERMINALS b.Are leased lines to connect to a secure network required, or will tunneling over the Public Internet be utilized? TUNNELLING WIL BE USED 6.Please specify the model of Encore VPN device to be hosted by the service provider. NOT CERTAIN BUT I BELIEVE IT IS A CISCO VPN 7.Please provide the model of iDirect iConnex model used in the satellite terminals. GCS-253 8.Please provide the BUC size, EIRP, and G/T for the Hawkeye II terminals. 4WATTS 1. Will the LANG accept alternate proposal options or change/modify the requirements within the RFP to reflect a contention of 10:1 or less? I WOULD SAY THE ONLY WAY WE COULD ACCEPT THIS IS IF WE COULD BE GUARANTEE PRIORITY OF SERVICE WHEN OUR TERMINALS COME ONLINE AND THIS IS IN WRITING SO THERE IS NO REFUSAL OF SERVICE.
