- **ALL PROPOSALS MUST BE SUBMTITED THROUGH EMPTORIS USPS eSOURCING** Work includes, but is not limited to, providing all material, labor, equipment, superintendence, transportation, temporary construction of every nature and all other services necessary to complete the Roof Replacement at USPS Kokomo P&DC, 2719 So. Webster Street, Howard County, Kokomo, IN 46902-9998 including all incidental work described in the contract documents. An award for this requirement is contingent upon funding approval which is anticipated to be received during the evaluation phase of this project. Construction completion no later than two hundred forty (240) calendar days after receipt of the Notice to Proceed. This is not a formal invitation for bid; therefore, no bid bond or proposal guarantee is required. On-site visits may be arranged by contacting Terry McGaffney, Supervisor Maintenance Operations, at (773) 327-6053. Technical inquiries are to be addressed to Donald Bova, Architect/Engineer, Roth Brothers at (330) 270-4991, or the USPS Project Manager, David Pilarczyk at (630) 295-6236. Requests for Information (RFI) must be submitted to Project Architect Donald Bova of Roth Brothers at dbova@rothbros.com by 3:00 p.m., March 17, 2014. Responses are expected to be issued by March 21, 2014. The Postal Service bases contract award decisions on best value. An Award will be made to the lowest offeror that has an acceptable Schedule of Values, Management Plan, Experience Profile and other required documents. Offerors should review the entire solicitation to ensure all requirements are understood. MINIMUM REQUIREMENTS: The Requirements below will be evaluated on a Pass/Fail Basis. Years In Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of comparable projects as defined on form under Attachment 21: Experience Profile. Management Plan: Include items listed under Attachment 12, Management Plan. Company Health & Safety Plan: Please reference Solicitation documents for specifics in completing the plan. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project in Five (5) calendar days of receipt of a Notice of Intent to Award. Contractor will be responsible for coordination of all work in a manner that will not interfere with mail operations and coordinate all work related to this phased project with the Station Manager or designee. Note: Successful offeror will be required to submit a Project Specific Safety Plan, and a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. The successful offeror will be required to submit progress photo(s) with any payment request.
