- Description
- The Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) for Architect-Engineer services shall be procured in accordance with the Brooks A-E Act as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. The A-E firm(s) will be selected for negotiation based on demonstrated competence and qualification for the required work. The North American Industry Classification System (NAICS) Code for this acquisition is 541330. Contractor registration in the Government site, System for Award Management (SAM), is required (www.sam.gov). This contract will require Title I architect-engineer (A/E) services related to the Service seismic safety program including evaluation of building structural, nonstructural, and foundation and geologic site hazards; development of mitigation approaches, conceptual design of seismic retrofit work; preliminary estimation of mitigation costs, and production of seismic evaluation reports, all in conformance with the RP8 Standards and this Statement of Work. While this contract is intended primarily for the Title I A/E services described herein, the Government may request additional Title I, Title II, or Title III A/E services as a part of this contract, should the need arise. Such services can be expected to consist of those typically offered and routinely provided by A/E firms qualified to provide building seismic evaluation. Additional services, if requested, will not exceed the dollar limit set for this contract. The objective of this contract is to evaluate seismically-at-risk buildings to determine whether those buildings meet desired performance objectives. Evaluation findings will be used to identify, quantify, and prioritize seismic mitigation measures. The A/E will be required to provide professional engineering services related to Tier 1 and Tier 2and possibly Tier 3seismic evaluation of existing buildings situated on Service facilities located nationwide. Professional services provided will include all activities necessary to evaluate seismic risks for specific buildings and to plan mitigation schemes for identified deficiencies, in accordance with the Standards and, by reference, current versions of the national consensus standards issued by the American Society of Civil Engineers/Structural Engineering Institute (ASCE/SEI) referenced and cited throughout the Standards. These activities will typically include: (1) Review of existing building file information; (2) Determination of building lateral force resisting system(s); (3) Determination of building site seismicity; (4) Site visit and completion of Tier 1 building screening including check of Benchmark building criteria, structural checklists (Non-Benchmark buildings only), geologic site hazards and foundation checklist, and nonstructural checklists; (5) Full building or deficiency only Tier 2 evaluation, as required; (6) Preparation of evaluation reports to including site data, building data (including occupancy and use), list of assumptions, findings, recommendations (Mitigation Schemes or Further Evaluation), mitigation estimates, and copies of checklists and calculations. Place of Preformance: Review of building records may require travel to any one of 8 Regional Offices located in the continental US and Alaska. Site visits, which may also involve building record review, will require travel to Service facilities that may be located in any state or US territory. Other services related to Tier 2 evaluation and report preparation can take place at the A/Es facilities. The IDIQ anticipated contract will be awarded for one (1) Base Year with four (4) year Option periods. The basic contract period is one year from the contract award date. The Government is not obligated to exercise the option period. The minimum amount of individual Task Order over the life of the contract shall not be less than $5,000.00 ($5K). The maximum over the life of the contract shall not exceed a cumulative amount of $5,000,000.00 ($5M). The A-E firms desiring consideration, which meet the requirements, are invited to submit the Standard Form 330 Part 1 and II at no cost to the Government. This is not a Request for Proposal. Only firms that submit forms by the deadline date will be considered for review of qualifications. Failure to submit SF 330 Part I and II will be render the submission unacceptable. A solicition will be posted on March 12th.
