- Sources Sought - Avionics Intermediate Shop (AIS) Systems Integration Support Client Agency: Air Force Life Cycle Management Center, Wright-Patterson Air Force Base Hill Air Force Base, Utah Procuring Agency: General Services Administration (GSA), Federal Acquisition Service (FAS), Region 8 Notice Type:Posted Date: Sources SoughtFebruary 25, 2014 NAICS Code: 541330 Engineering Services GENERAL INFORMATION: The Government is contemplating issuing a request for proposal for a single-award Indefinite Quantity / Indefinite Delivery (IDIQ) Contract for Systems Integrator Support (SIS) at the Avionics Intermediate Shop (AIS) located at Hill Air Force Base, Utah. Contractor Notification: This announcement is for information and planning purposes only, and does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U. S. Government. If the Government determines to issue an RFP at a later date, based on responses to this announcement, then the RFP will be issued. No award will be made as a result of this announcement. All information is to be submitted at no cost or obligation to the Government. Any information that the Vendor considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. OBJECTIVE The purpose of this announcement is to assist GSA in identifying capable, non-manufacturing sources interested in delivering Systems Integrator Support (SIS) at the Avionics Intermediate Shop (AIS) located at Hill Air Force Base, Utah In Accordance With (IAW) the attached Performance Work Statement (PWS). BACKGROUND AIS systems integrator is a non-manufacturing systems integrator, who provides a single point solution for AIS system requirements selected by the program office through subcontracts to the F-16 AIS OEMs (Lockheed Martin and BAE) for development and fabrication of their respective portions of the AIS systems. The systems integrator ensures that Automatic Test Equipment (ATE) and Test Program Sets (TPSs) are then fully compatible by integrating the fabricated sub-systems with each other to ensure that there are no operational deficiencies. The AIS Systems Integrator: Can reach multiple vendors (of COTS hardware and software) to meet US Government requirements, Redlines and validates technical orders, Supports Validation and Verification (V&V) for software updates, hardware ATP, and oversees the integration of hardware and software capabilities. STATEMENT OF NEED The current AIS SIS contract is in its last option year. AFLCMC is contemplating a follow-on contract in order to provide continuation of services to the AIS SIS program. In order to best support AIS customers and their rapid requirements demanded by the nature of this program, the Government believes the best type of contract is a single-award IDIQ contract. Results of this announcement will be used to shape any resulting request for proposal. AIS SIS services were consolidated into a sustainment contract issued against GSA's Alliant GWAC to Arinc.
