- Special Notice This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division intends to modify the Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Federal Cartridge Company (N00164-14-D-JN42) for 7.62mm, Special Ball Long Range ammunition (MK316 MOD 0). This modification is required due to an unforeseen quantity increase in requirements. The current contract ceiling will be increased by $3,225,000 for a new contract ceiling of $5,725,000.00, no other terms and conditions (e.g. unit of issue, FOB location, etc. will be modified). The modification will be issued in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, (Only one responsible source and no other supplies or services will satisfy agency requirements). The Government intends to award on a sole source basis to Federal Cartridge Company, Anoka, MN as they are the only vendor manufacturing a cartridge that has passed all the required Weapon Systems Explosive Safety Review Board (WSERB) testing. Testing requirements include, but are not limited to, vibration, handling, storage, humidity, shipboard shock, danger zone, vertical replenishment, pressure, velocity, and accuracy. Award to any other vendor would result in duplication of costs to the Government for testing efforts and an additional 18 months to complete required testing. This delay would have detrimental impacts and is unacceptable to meet current delivery schedule requirements. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC, Crane. The Government anticipates awarding the modification to contract N00164-14-D-JN42 by 31 March 2014. To be eligible for award, contractors must be properly registered in the Government(s) System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
