Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a Foreign Military Sales (FMS) requirement for a reconfigurable BELL 212/412EP Flight Training Device (FTD) for the Mexican Secretariat of National Defense (SEDENA). The program tasks include the development, production, installation, and sustainment for one reconfigurable BELL 212/412EP FTD. The program includes two years of logistic support, spares, special tools, operator training, maintenance, and pilot instructor training. The program includes installation and acceptance test of the BELL 212/412EP FTD in Guadalajara, Mexico. The program includes delivery of all BELL 212/412EP FTD software, spares, and associated technical data. REQUIREMENTS OVERVIEW: 1. BELL 212/412EP FTD FAA Certification Level The FTD shall be capable of qualifying for a Federal Aviation Administration (FAA) Level 6 certification (Actual FAA Certification will not be required however the FTD must meet all the FAA standards for a Level 6 FTD as described in Title 14 CFR Part 60 - Flight Simulation Training Device - Initial and Continuing Qualification and Use - NSP Consolidated Version - Appendix D: Qualification Performance Standards for Helicopter Flight Training Devices). While actual aircraft flight test data is preferred, should actual aircraft flight test data be unavailable, an exception to the Level 6 requirement will be granted allowing use of Level 5 criteria that meets aircraft flight manual performance specifications. The FTD shall simulate all BELL 212/412EP specific emergency procedures. The FTD shall meet all air navigation training requirements with Visual Flight Rules (VFR) and Instrument Flight Rules (IFR). 2. Enhanced Night Vision Goggle (NVG) Capability The FTD cockpit shall be NVG compatible. The FTD shall provide for an enhanced NVG simulation capability. The FTD shall have a Light-Emitting Diode (LED) projection system or other solid state illumination design. The projection system shall be able to process and display infrared (IR) content for simultaneous display of both visible light and IR spectrum. The projection system shall provide independent control over both visible light and IR spectrum. The projection system shall provide for real time balancing of both color and brightness levels. 3. Instructor Operator Station (IOS) The FTD Instructor/Operator Station (IOS) shall provide the instructor/operator with control over the functions of the FTD. The FTD IOS shall provide a Graphical User Interface (GUI) to control FTD training functionality. The FTD IOS shall provide the ability to access and control all FTD computers for maintenance, database and software installation, and simulator startup and shutdown procedures. The FTD IOS shall provide the ability to select aircraft configuration mode, depending on the current cabin configuration. 4. FTD Combat Mission Specific Requirements 4.1 Air to ground Weapons Fire The FTD shall provide weapons fire capability for frontal machine-gunning (caliber 7.62 mm and 0.50 Cal) as well as rocket launching (2.75 Cal). The FTD shall provide scoring data for student gunnery training, including number and type of weapons fired, number of target hits, and number of target kills. The FTD shall provide the weapon animation special effects for ground to air weaponry, air to ground weaponry, weapon fire effects, tracers, and weapon impact, and detonation effects. 4.2 Combat Training Missions Entities The Training Systems shall provide entities for combat training missions. Combat entities shall include moving vehicles and ground to air aggressors. 4.3 Infiltration and Exfiltration The FTD shall provide for Infiltration and Exfiltration training capability. Infiltration and Exfiltration training capability shall be simulated via IOS FTD weight and loading manipulation in real time. The instructor shall have the capability to manipulate the weight and loading of the FTD during real time. No visual Out the Window (OTW) representation shall be simulated. 4.4 Infiltration and Exfiltration The FTD shall provide for Infiltration and Exfiltration training capability. Infiltration and Exfiltration training capability shall be simulated via Instructor IOS FTD weight and loading manipulation in real time. 5. Terrain Database The contractor shall provide a Geo-specific visual database for the country of Mexico. The geographic specific visual database shall include terrain elevation, main rivers/lakes, roads and railroads and other cultural features. The level of detail across the data base shall be balanced and optimized to match the image generator capabilities. For night vision simulation, the visual database shall include night vision attributes (colors and textures) in order to be switched between normal (day) and night vision view. 6. High Resolution Areas The contractor shall deliver four high detail airports. The contractor shall deliver four high detail gunnery training areas. The high detailed areas shall contain 3D objects, buildings, trees, and any other distinguishing structures. 7. Ownship The Training Systems shall provide an ownship model. The systems shall provide a translucent rotor disk for the ownship rotors or propellers. The FTD shall provide translucent discs for all rotating aircraft propellers and rotors. The FTD shall provide a translucent rotor disk for the ownship. The FTD shall provide an interface to allow the Host to tilt the ownship rotor disk in response to ownship dynamics. The visual effect of brownout conditions shall be simulated for ownship and other aircraft within the visual range. Separate effects shall be provided to simulate brownout due to either blowing sand or blowing dust in the OTW or NVG scene. The FTD shall provide an interface for the Host to control the intensity of the effect of blowing sand or water, including the capability to disable the effect. In conjunction with blowing sand, snow or water effects, the FTD shall display an expanding concentric rotor wash on the ground or water below the ownship. ACQUISITION APPROACH: The Government intends to award a Firm Fixed Price (FFP) contract to Bell Helicopter Textron Inc., hereafter referred to as Bell Helicopter, at 600 East Hurst Blvd., Hurst, TX 76053. The contract will be issued on a Sole Source basis in accordance with Title 10 U.S.C. 2304(c)(4), as cited in Federal Acquisition Regulation (FAR) Subpart 6.302-4, quote mark International Agreement quote mark, full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization reimbursing the agency for the cost of the acquisition of the supplies or services for such government. Bell Helicopter was specifically requested by the Government of Mexico, Secretariat of the National Defense, in their Letter of Offer and Acceptance (LOA). Bell Helicopter is also a qualified U.S. Contractor for export-controlled technical data in reference to Bell 212/412EP Foreign Military Sales. The period of performance for this effort is 40 months after award. ESTIMATED DOLLAR VALUE: Approximately $5.5M. NOTICE: This notice is provided to verify that no other sources can meet the requirement given the proprietary technical and cost requirements. This notification is provided for contractors interested in teaming/subcontracting opportunities. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. STOC II contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government, in accordance with FAR Part 16. Responses shall be furnished electronically to the Contracts point of contact listed below no later than (NLT) 2:00 P.M. EDT, Friday, 21 March 2014. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products and services. No funds are available to pay for preparation of responses to this notification. The Government will use the information received to identify potential sources and to assist in the development of the BELL 212/412EP FTD acquisition strategy.
