Description
Notice of Intent This is not a request for competitive proposals. The Bureau of Reclamation, Great Plains Region intends to award a furnish and install contract to ABB, Inc. for the replacement of the Static Frequency Converter Controller at the Mount Elbert Pumped-Storage Plant (MTE) located near Granite, Colorado. The ABB, Inc. (ABB) manufactured Static Frequency Converter (SFC) was installed by ABB in 1992. The controller portion of the SFC is now near the end of its life and the current model is no longer supported by ABB. ABB will replace the presently installed controller with a compatible programmable controller capable of operating the SFC used to start both 170,000HP pumps at MTE. The contractor will be responsible for installing, programming, commissioning, documenting, training, and supporting the controller. Reclamation is procuring this requirement pursuant to Part 15 of the Federal Acquisition Regulation. Reclamation intends to award this contract during Fiscal Year 2014. Reclamation believes that ABB is the only source that can successfully furnish and install the SFC Controller due to experience, manufacturing capabilities, and proprietary software information. However, Reclamation will consider vendors that recognize they can fully provide the requirement can identify themselves in written notification to the Contract Specialist. Written notification of capability statements or proposals must be received by the Contract Specialist by 4 p.m. local time on April 1, 2014. Any information received from said vendors will be solely for the purpose of determining whether or not to conduct a competitive procurement. A Justification for Other Than Full and Open competition has been approved and will be made available on FedBizOpps and FedConnect within 14 days after contract award.
